Philipp Bagus, "The Tragedy of the Euro"

Philipp Bagus, professor of economics at Universidad Rey Juan Carlos in Madrid, is a young scholar with a large influence, having forecast all the problems with the Euro and having persuaded many economists on the Continent that this currency is no better than any fiat currency. In some ways it is much worse because it has cartelized the management of European monetary regimes and created a terrible moral hazard.

We often hear analysis of the workings of the Fed. Discussion of the European Central Bank is more rare. Bagus compares the two institutions to show a fundamental difference. Member states of the ECB can run deficits and expect them to be financed by the ECB. This is not true with the Fed. So Europe has a tragedy of the commons at work with its monetary policy that sets up very dangerous incentives for member states. For this reason, the system is unworkable.

With this book, Professor Bagus brings his scholarship to English readers, explaining the background to the idea of European unity and its heritage of sound money. He explains that the Euro is not what the older classical liberals had hoped for but instead is a politically managed money that is destined for failure.

He writes with a keen sense for economic analytics and empirical detail, offering one of the most accessible and yet rigorous accounts of the emergence of the Euro. He predicts its downfall due to political pressures, bad banking practices, and exploding public-sector liabilities.

The analogies with the dollar are indeed close, but with welfare states at a more advanced stage, it will be a race to see which paper currency will crumble first.

Professor Bagus brings theoretical power to investigating one of the most important topics in economics today. His arguments and evidence convinced even Jesus Huerta de Soto to withdraw support for the Euro. For this reason, de Soto has written the introduction to this important work.

Europe Needs to Apportion Pain

Liquidate, liquidate, liquidate was the mantra in the early stages of the Great Depression. During the current crisis, the mantra has been liquify, liquify, liquify. Policy makers have sought to avoid the mistakes of the 1930s by flooding the financial system with money to support asset prices, protect bank balance sheets and prevent deflation. But if debts incurred during the boom ultimately prove unsustainable, sooner or later the losses will crystallize.

Choosing who takes the pain is the problem dogging the euro zone as pressure mounts on Portugal to accept a bailout. Despite last weekend's deal to expand the size of Europe's emergency lending facilities and lower the interest cost on bailout loans, the market still believes a restructuring of Irish and Greek debt is inevitable. Greece's 10-year bonds yield 12.7%.

While providing liquidity to governments and banks, euro-zone policy makers have done nothing to address underlying concerns over solvency beyond demanding ever-tougher fiscal austerity and more bank deleveraging—both of which undermine growth prospects and make sustainability harder to achieve.

O συνάδελφος από την Ιρλανδική τηλεόραση και εγώ από τους «Νέους Φακέλους», περιμέναμε στην αίθουσα της εμπορικής έκθεσης του Οφεμπουργκ στα σύνορα Γαλλίας –Γερμανίας, να καλύψουμε την προεκλογική συγκέντρωση της Μέρκελ εν όψει των κρίσιμων εκλογών της 27ης Μαρτίου. Ρώτησα τον Ιρλανδό συνάδελφο γιατί ήρθε στη Γερμανία - o δικός μας σκοπός είναι να μάθουμε πόσο εύκολα μπορεί να πουλήσει η Μέρκελ στους ψηφοφόρους της την ιδέα ότι θα χρειαστεί να πληρώσουν και άλλα χρήματα ως φορολογούμενοι για τις υπερχρεωμένες χώρες του νότου. «Ξέρεις…», μου είπε, «η κυβέρνηση είχε υποσχεθεί προεκλογικά ότι θα άλλαζε τους όρους του μνημονίου αλλά τώρα βλέπουμε ότι χωρίς να κάνουμε νέες παραχωρήσεις στη Γερμανία και τη Γαλλία στον φόρο των επιχειρήσεων, κάτι τέτοιο είναι αδύνατο...»

Σήμερα Πέμπτη, η κυρία Μέρκελ θα προσπαθήσει να πείσει τους βουλευτές του κόμματός της και του Ελεύθερου Δημοκρατικού Κόμματος του υπουργού Βεστερβέλλε ότι η αγορά ομολόγων από το ταμείο του Λουξεμβούργου δεν συνιστά «ένωση πληρωμών», δηλαδή έναν διαρκή μηχανισμό επιδότησης των χωρών που είναι υπερχρεωμένες. Οι κυνικοί λένε ότι η κα. Μέρκελ είναι τυχερή στην ατυχία της καθώς το κόμμα της είναι προσανατολισμένο στα θέματα ασφάλειας της ατομικής ενέργειας και έτσι δεν θα δώσει μεγάλη σημασία στα όσα συνέβησαν το περασμένο Σαββατοκύριακο στις Βρυξέλλες. Οι ίδιοι οι βουλευτές του κόμματός της υπολογίζουν ότι θα χρειαστούν «φρέσκα» 25 δις ευρώ σε δάνεια στη Γερμανία για να προικοδοτήσει το ταμείο του Λουξεμβούργου που, αν δεν καταφέρουμε να βγούμε στις αγορές το 2012, θα μας «σώσει» και πάλι. Μέχρι να αντιληφθούμε εμείς ότι μία χώρα δεν μπορεί να βρίσκεται διαρκώς σε κρίση ρευστότητας και απλά πρέπει να περικόψει υποχρεώσεις, όπως κόβεις ένα σάπιο πόδι και οι Γερμανοί να αντιληφθούν ότι να πληρώνουν ξανά και ξανά δεν μας βοηθάει να λύσουμε το βαθύτερο πρόβλημά μας.

Greek Town Rises Up Against Planned Landfill

For three months, the residents of this small town, 40 kilometers southeast of Athens, have been locked in a violent standoff with the police over the planned construction of a huge landfill that aims to solve the capital’s garbage problem.

The scenes broadcast on Greek television and on amateur videos on the Internet have been stark: middle-aged protesters hurling firebombs at the police, overturned cars in flames, Orthodox priests in black robes wailing amid clouds of tear gas.

Many residents and police officers have been hurt in the fighting. And though there have been dozens of arrests, the locals vow not to back down.

The Keratea campaign has been compared by some commentators to milder forms of civil disobedience appearing in a debt-stricken Greece, including a small movement of citizens who refuse to pay higher road toll charges and more for tickets for public transportation.

But fare-evasion is quite different than waging an armed standoff with the police, said Karolos Kavoulakos, a lecturer in social sciences at the Aristotle University of Thessaloniki.

“This is about trash, and trash has been fueling violent protests for years,” he said. “The fact that this dispute coincides with the economic crisis makes it all the more explosive.“

Greek airports waive fees in bid to raise tourism cash

Greece said on Wednesday it would waive landing, takeoff and stopover fees for all aircraft using the nation's airports in a move aimed at reinvigorating the cash-strapped country's tourism industry.

The waiver will apply from April until the end of the year at all airports except Athens.

"There has already been a big increase in low-cost flights to regional airports and our hope is that this will make Greek destinations more attractive," said Caralampo Focas, an expert on Greece's transport industry. "Consumers should know that if they have paid these fees they are entitled to get them back."

Struggling with its worst recession in four decades and with unemployment at a record 15%, Greece is counting on a comeback by the tourism industry, which accounts for one in five jobs and 20% of its GDP. Revenues from the sector, already adversely affected by the global economic crisis, fell by 20% last year following increased regional competition, debilitating strikes and anti-austerity riots. Threatened with bankruptcy, the country narrowly avoided defaulting on its €330bn debt with a €110bn rescue package of emergency loans from the EU and IMF in May.

Όλι Ρεν: Μείωση της εμπιστοσύνης των Ευρωπαίων στο ευρώ

Τα δύο τρίτα (67%) των πολιτών στις χώρες της ευρωζώνης θεωρούν ότι το ευρώ αποτελεί θετικό στοιχείο για την Ευρώπη, ωστόσο, το ποσοστό αυτό είναι χαμηλότερο σε σχέση με το ποσοστό εκείνων που είχαν την ίδια γνώμη το 2009 (70%) σημειώνει ο επίτροπος οικονομικών και νομισματικών υποθέσεων κ. Όλι Ρεν έπειτα από ερώτηση του ευρωβουλευτή της Νέας Δημοκρατίας κ. Γ. Παπανικολάου σχετικά με την έλλειψη εμπιστοσύνης των πολιτών στο ευρώ και τις επιπτώσεις της οικονομικής κρίσης σε αυτήν.

Συγκεκριμένα, οι Έλληνες εμφανίζονται δεύτεροι στη κατάταξη των πολιτών με την χαμηλότερη εμπιστοσύνη στο ευρώ (65% θεωρούν ότι είναι θετικό) μαζί με τους Ισπανούς και τους Γάλλους, ενώ οι πιο σκεπτικιστές εμφανίζονται οι Πορτογάλοι (61% θεωρούν θετικό το ευρώ). Στον αντίποδα, Ιρλανδοί (85%), Λουξεμβούργιοι (81%) και Βέλγοι (75%) εμφανίζονται οι πιο ένθερμοι υποστηρικτές του κοινού νομίσματος.

ECB's Liikanen Warns of Uncertainty

The European Central Bank's concerns about inflation haven't abated since its last meeting, but uncertainties including the unfolding crisis in Japan could affect interest-rate decisions in coming months, a top ECB official said.

The remarks by Bank of Finland Governor Erkki Liikanen, made in an interview with The Wall Street Journal, suggest an interest-rate increase in April remains a strong possibility. But he signaled the ECB isn't yet on the verge of multiple rate increases, saying these are "uncertain times" and that there is no evidence of sharply higher wages or expectations of future inflation.

Those types of "second round" effects worry central bankers most because they amplify otherwise temporary increases in energy, food and commodity prices.

Πράσινο φως για την 4η δόση

Πρόοδο της Ελλάδας στη μείωση του ελλείμματος αλλά και καθυστέρηση των διαρθρωτικών αλλαγών διαπιστώνει το Διεθνές Νομισματικό Ταμείο στην έκθεσή του, με βάση την οποία αποφάσισε την εκταμίευση της 4ης δόσης ύψους 4,1 δισ. ευρώ προς την Ελλάδα.

Η ελληνική οικονομία εξελίσσεται σε γενικές γραμμές όπως είχε προβλεφθεί με το ΑΕΠ να μειώνεται το 2010 κατά 4,5%, να καταγράφεται χαμηλός πληθωρισμός και το εργασιακό κόστος να υποχωρεί, τονίζει έκθεση του ΔΝΤ με βάση την οποία το ΔΣ του Ταμείου αποφάσισε την εκταμίευση της τέταρτης δόσης ύψους 4,1 δις. ευρω προς την Ελλάδα.

Η ελληνική κυβέρνηση πέτυχε εξοικονόμηση κατά 5,75% μειώνοντας το έλειμμα σε 9,5% του ΑΕΠ, αναφέρει η έκθεση που σημειώνει ότι στον τραπεζικό τομέα συνεχίσθηκε με μέτριους ρυθμούς η εκροή κεφαλαίων, ενώ άρχισαν να περιορίζονται οι πιστώσεις. Πάντως, η σταθερότητα του τραπεζικού συστήματος διατηρήθηκε με την παροχή ρευστότητας από την ΕΚΤ.

Η έκθεση αναφέρει ότι έχουν σημειωθεί καθυστερήσεις σε ό,τι αφορά την ανασυγκρότηση του τραπεζικού χώρου, αλλά προχωρούν μεταρρυθμίσεις σε άλλους τομείς. Το ΔΝΤ εκτιμά ότι η Ελλάδα έχει επιτύχει περαιτέρω πρόοδο προς την επίτευξη των μεσοπρόθεσμων στόχων που έχουν τεθεί για την εξυγίανση της οικονομίας, αλλά επισημαίνεται ότι απαιτούνται ακόμη μείζονες αλλαγές και μεταρρυθμίσεις ώστε να διασφαλιστεί η δημοσιονομική βιωσιμότητα και οικονομική ανάπτυξη.

Τονίζεται, επίσης, ότι η ελληνική κυβέρνηση δεσμεύθηκε να ολοκληρώσει έως τον Μάιο --όταν και θα πραγματοποιηθείη επόμενη αποστολή του ΔΝΤ στην Ελλάδα-- τα κύρια σημεια της μεσοπρόθεσμης στρατηγικής που έχει συμφωνηθεί για την επιτυχή προώθηση του προγράμματος σταθεροποίησης. Επίσης, εξετάσθηκαν τα επόμενα βήματα σε ό,τι αφορά θεσμικού χαρακτήρα δημοσιονομικές μεταρρυθμίσεις, όπως και την επίσπευση των ιδιωτικοποιήσεων και του προγράματος αξιοποίησης ακινήτων και γης.

Ακλόνητη η διαφθορά

Υπάρχει η είδηση. Και αυτή αναφέρει πως πέρσι το εκτιμώμενο μέγεθος της συνολικής διαφθοράς στην Ελλάδα μειώθηκε στα 632 εκατ. ευρώ, έναντι 787 εκατ. ευρώ που ήταν το 2009. Η είδηση έχει δύο αναγνώσεις, που δεν πάνε μαζί.

Η πρώτη πλησιάζει τη θεωρία του μισογεμάτου ποτηριού και έχει θετικό χαρακτήρα. Η διαφθορά μειώθηκε, έστω κατά 155 εκατ. ευρώ σ' ένα χρόνο. Οχι άσχημα.

Οι κυβερνητικές προσπάθειες έπιασαν τόπο και η κοινωνία -που σε σημαντικό μέρος της συμμετέχει στη διαφθορά- αρχίζει ν' αντιδρά.

Η δεύτερη ανάγνωση της ίδιας ακριβώς είδησης είναι εντελώς αντίστροφη. Παρά το μέγεθος της οικονομικής κρίσης, η διαφθορά παραμένει σχεδόν αλώβητη. Χάθηκαν μόλις 155 εκατ. ευρώ από το σύνολο των 787 εκατ. ευρώ. Ο αναγνώστης καλείται να διαλέξει μία από τις δύο εκδοχές-αναγνώσεις.

Doubts on Europe Plan

Cracks remained in the euro zone's package of debt-crisis measures, even as the European Union's finance ministers approved new legislation that sets fresh sanctions for budget offenders and puts new focus on broader economic problems that have destabilized weaker countries.

Jean-Claude Trichet, the president of the European Central Bank, told finance ministers meeting here that the changes to the sanction regime are "insufficient." They still must be debated and approved by the European Parliament, which is likely to try to toughen them.

The rules stem from last year's proposals by the European Commission, the EU's executive arm. To Mr. Trichet's dismay, they were weakened by national leaders. Mr. Trichet has said he wants sanctions that apply more automatically to countries that have fiscal problems; the version approved by finance ministers allows for some intervention by politicians.

Also Tuesday, a roadblock appeared in promised plans to enlarge the size of the euro zone's main bailout fund, and Greece conceded that it might have to seek more help.

«Κεφάλια έξω», αλλά μόνο για λίγο

Οταν στην πορεία της ζωής βρεθείς αντιμέτωπος με ένα σοβαρό πρόβλημα, τόσο σοβαρό ώστε να απειλεί την ύπαρξή σου, ένα πρόβλημα το οποίο όσο και αν πασχίζεις να λύσεις δεν τα καταφέρνεις, τι κάνεις; Εφόσον είναι δυνατόν, βρίσκεις έναν τρόπο για να απαλλαγείς από αυτό. Το προσπερνάς με όποιο κόστος, αρκεί με τον τρόπο αυτό να εξουδετερώνεις και την απειλή που αντιπροσωπεύει το πρόβλημα. Αυτό συμβαίνει κάθε μέρα στη ζωή, στα μικρά και τα μεγάλα ζητήματα. Είναι, κατά κάποιον τρόπο, ένας από τους νόμους που εξασφαλίζουν ότι η ζωή συνεχίζεται.

Πολύ φοβάμαι ότι ίσως έλθει η στιγμή όπου η αρχή αυτή θα ισχύσει και για την περίπτωση της Ευρώπης και του ελληνικού προβλήματός της. Είναι αλήθεια ότι δεν προβλέπεται τρόπος έξωσης της Ελλάδας από την Οικονομική και Νομισματική Ενωση. Αυτό όμως δεν σημαίνει κιόλας ότι δεν πρόκειται ποτέ να βρεθεί ο τρόπος. Είναι καθαρά ζήτημα στάθμισης του κόστους της απόφασης σε βάθος χρόνου: αν, στην πορεία της κρίσης, αποδειχθεί ότι η ζωή μαζί με την Ελλάδα είναι ασύμφορη σε σχέση με τη ζωή χωρίς την Ελλάδα, κανείς δεν θα λυπηθεί αν τη δει να παίρνει τον δρόμο της εξόδου – κι ας είναι η ωραιότερη χώρα του κόσμου, που κατοικείται από τον εξυπνότερο λαό του κόσμου.

Συντεταγμένα ή άναρχα;

Υπάρχει ένα κρίσιμο ερώτημα και όποιος γνωρίζει την απάντησή του μπορεί να προβλέψει τις εξελίξεις στη χώρα μας. Το ερώτημα είναι πότε θα σταματήσει η Ελλάδα και μια αναδιάρθρωση του χρέους της να συνιστούν απειλή για τις γερμανικές και γαλλικές τράπεζες αλλά και το διεθνές χρηματοπιστωτικό σύστημα. Πότε, δηλαδή, θα μπορεί να πει το Βερολίνο ότι «εντάξει, τώρα και να κάνετε ένα κούρεμα της τάξης του 40% στα ομόλογά σας δεν μας πειράζει, είμαστε προετοιμασμένοι και προφυλαγμένοι». Είναι προφανές ότι τώρα, ακόμη, δεν είναι έτοιμοι γι’ αυτό το ενδεχόμενο και προσπαθούν με νύχια και με δόντια να το πάνε πιο πίσω. Οι Γερμανοί, αλλά και οι άλλοι βασικοί δανειστές μας, θα ήθελαν αυτό το «συμβάν» να γίνει οργανωμένα και μέσα σε απόλυτα ελεγχόμενες συνθήκες. Εδώ όμως γεννιούνται δύο άλλα ερωτήματα· πόσο θα μας αντέξουν αν συμπεριφερόμεθα σαν να μην ξέρουμε ότι έχουμε χρεοκοπήσει και πόσο θα αντέξει η σημερινή ελληνική κυβέρνηση. Ο πρώτος κίνδυνος είναι σαφής. Είμαστε εκτός στόχων στα έσοδα, δεν έχει γίνει ουσιαστική περικοπή κρατικής σπατάλης και οι μεταρρυθμίσεις βρίσκονται είτε στο ράφι είτε στα χαρτιά. Αν η κυβέρνηση Παπανδρέου συνεχίσει να λειτουργεί όπως τις τελευταίες εβδομάδες, αυτό σημαίνει ότι θα φτάσουμε τον Μάιο να είμαστε έτοιμοι για μια κόκκινη κάρτα από την τρόικα. Οι άνθρωποί της περιμένουν στη γωνία μετά το «άδειασμα» που υπέστησαν από την κυβέρνηση για τα 50 δισ., ενώ αισθάνονται ότι έχει μειωθεί δραματικά ο αριθμός των υπουργών με τους οποίους μιλούν την ίδια «γλώσσα». Εχουν γίνει δηλαδή από τεσσερισήμισι, δύο και κάτι...

Ο κ. Παπανδρέου λέει στους στενούς συνεργάτες του ότι έχει αντιληφθεί το πρόβλημα και πως ξέρει ότι χρειάζεται μια σφιχτή κυβέρνηση υλοποίησης του Μνημονίου. Εχει ελάχιστο χρονικό περιθώριο για να το κάνει αυτό πράξη.

Τα ψέματα που μας βολεύουν

Στο τηλέφωνο ήταν ένας καθηγητής. Παλιά γνωριμία από μια ομιλία μου σε ένα Λύκειο. Δεν ήταν φίλος και ίσως να ήταν η πρώτη φορά που μιλούσαμε στο τηλέφωνο. Μου έδινε συγχαρητήρια για το άρθρο μου «Ιδού τι θα συμβεί». Στην αρχή χάρηκα. Νόμιζα ο χαζός, ότι ήταν ένας από τους πολλούς που είχαν απηυδήσει με όλα αυτά τα εσχατολογικά και συνομωσιολογικά που κυκλοφορούν στο Ίντερνετ και ένιωθε επιτέλους ότι «πήραμε το αίμα μας πίσω».

Μετά τα «ευχαριστώ» και τα «συγχαρητήρια», ο τόνος του σοβάρεψε. «Πώς πιστεύετε ότι θα δοθεί η αφορμή για το ξέσπασμα του πολέμου;». Γέλασα. Δεν γέλασε. Το μυαλό μου ταρακουνήθηκε. Γιατί δεν γέλασε; Δοκίμασα να ξαναγελάσω μήπως και επιστρέψει και αυτός στην πραγματικότητα. «Και σας συγχαίρω που αποκαλύψατε τα σχέδια του Ομπάμα για την Κρήτη». Ντράπηκα και σχεδόν κατέρρευσα. Ο «θαυμαστής» μου είχε πιστέψει ότι πάμε για 3ο παγκόσμιο πόλεμο, με «υπερόπλο» τα πετρέλαια του Αιγαίου. Και ότι ο Ομπάμα στην νέα παγκόσμια μοιρασιά θα πάρει την Κρήτη για να διοικεί από εκεί την Βόρεια Αφρική. Και θα δώσει την Κύπρο στον Πούτιν.

Εγώ όταν τα έγραφα είχα στο μυαλό μου ιστορίες κόμικς. Τους φίλαρχους που μοιράζουν τις ψηλές κορφές για να εποπτεύουν τα χωριά τους. Και αυτός, άνθρωπος σπουδαγμένος και ενεργός, είχε πιστέψει - εν έτη 2011- δέκα τερατώδη ψέματα τυλιγμένα σε μια σελίδα Α4. «Σε ποιόν άνθρωπο εμπιστευόμαστε τα παιδιά μας», σκέφθηκα. Ανάλογη σκέψη είχα κάνει στο πέρασμα μου από την Βουλή την βραδιά του προϋπολογισμού. Άκουγα τις συζητήσεις σε ορισμένα πηγαδάκια Βουλευτών και αναρωτιόμουν «σε ποιους ανθρώπους εμπιστευόμαστε τις τύχες μας». Ποιοι είναι αυτοί που νομοθετούν; Την ίδια σκέψη κάνω καμιά φορά μπροστά στα περίπτερα ή στις τηλεοράσεις. Ποιοι μας ενημερώνουν; Ποιοι μας καθοδηγούν; Αυτό το σκέφθηκα στην τελευταία απεργία όταν άκουσα τις δραματικές κραυγές ενός συνδικαλιστή και μετά είδα ότι όλα τα είχε σημειωμένα στο χαρτί που είχε μπροστά του. Ακόμα και τους αναστεναγμούς είχε υπογραμμίσει για να μην τους ξεχάσει.

Ετσι ετοιμάζει αντιμνημονιακό συλλαλητήριο πιστών στο κτίριο της Περιφέρειας Δυτικής Μακεδονίας! Η Ορθοδοξία πάνω απ’ όλα, και ειδικά η φράση του Ευαγγελίου για «τα καλά και συμφέροντα» και όχι για «ταις ψυχαίς ημών».

Μόνο που στην Περιφέρεια Δυτικής Μακεδονίας υπάρχει -όπως, εξάλλου και σε ολόκληρη την Ελλάδα- συνωστισμός διαδηλώσεων. Γονείς και καθηγητές, σε αγαστή συνεργασία με τοπικούς πολιτευτές, διαδηλώνουν κατά των συνενώσεων εκείνων των σχολείων που έχουν περισσότερους καθηγητές από μαθητές. Αρνούνται να δεχθούν ότι σχολεία που δεν έχουν λόγο ύπαρξης δεν κοστίζουν μόνο στον κρατικό προϋπολογισμό, αλλά και στη μόρφωση των παιδιών. Στην επαρχία Βοΐου, για παράδειγμα, υπάρχουν Γυμνάσια και Λύκεια σε κάθε κωμόπολη (Σιάτιστα, Εράτυρα, Γαλατινή, Τσοτύλι, Πεντάλοφος και Νεάπολη). Ολες οι προτεινόμενες συνενώσεις αφορούν χωριά που απέχουν μόλις οκτώ χιλιόμετρα. Παρ’ όλα αυτά, δήμαρχοι -νυν κι αποτυχόντες υποψήφιοι- σήκωσαν το μπαϊράκι της επανάστασης. Είναι σίγουρο δε ότι μόλις τελειώσουν το επαναστατικό τους καθήκον θα αρχίσουν να ελεεινολογούν τον κ. Πάγκαλο, ο οποίος είπε «μαζί τα φάγαμε στο πλαίσιο ενός φαυλοκρατικού συστήματος».

Growth Worries Get in Euro’s Way

In the aftermath of Japan’s crisis, the euro has not only fallen against the yen but failed to make any headway against the dollar.

Go figure.

If anything, the compromise decision by European Union leaders to extend the European Financial Stability Facility and perhaps bring an end to the sovereign-debt crisis should make an early rise in euro-zone interest rates more likely.

With the funding costs of peripheral debtor nations on the slide since the compromise was reached, the European Central Bank will be far less worried about increasing rates by 25 basis points next month.

Higher rates, along with the reduced risk of a sovereign-debt default, should make the euro more attractive.

But there are three reasons why this may not be happening.

The outcome of the euro area meeting last week was far more substantive than expected, even if one takes into account that the expectations had been at rock bottom. Not only did European Union (EU) leaders demonstrate how they intend to prevent peripheral defaults, they also gave us an idea of their longer-term solutions for Europe’s economic problems and future integration1.

Despite the talk by European federalists of their higher driving purpose toward an “ever closer union,” the EU and its institutions have always been a very pragmatic entity, built principally in times of crisis with the aim to avoid specific undesired outcomes, whether war among its members or excessive exchange rate volatility. Since you rarely get political benefits merely avoiding really bad outcomes, the EU project has persistently lacked popular appeal among Europeans.

Last week the EU returned to this time-tested style of “avoiding catastrophe and muddling though.” The solutions embraced by EU leaders avoided the undesired outcome of the current crisis, namely the destruction of the risk-free status of euro-zone sovereign debt, by barring haircuts to private creditors of Greek and possibly other debt, averting the spread of bond-market contagion. As predicted on this blog since late 20102, EU leaders did so by giving themselves the ability to grant fiscal transfers in another name to members facing acute financial stress.

The EU declared that while “taking into account the debt sustainability of the recipient countries,” lending rates imposed by the European Financial Stabilization Fund or its successor, the European Stabilization Mechanism, can be lowered to a level just above these facilities’ funding costs. Such a step puts them in line with International Monetary Fund (IMF) pricing principles and interest rates. Compared to the current “financing fee” of 300 basis points, this discount amounts to potentially large de facto fiscal transfers to countries like Greece, Ireland and soon Portugal.

More Proof Eurozone Countries With Best Credit Rating Will Bear the Bailout

Conditionality: This is the magic word used with abandon by aid providers, be they wealthy eurozone nations or the IMF.

Loans granted to struggling nations -- Greece and Ireland today, and Portugal tomorrow -- are granted in exchange for the implementation of structural reforms of the recipient nations to improve their competitiveness or, to put it more bluntly, to embrace part of the German economic model.

As we can see, with the publication of the Franco-German convergence report by French MP and UMP National Secretary in charge of fiscal matters, Jérôme Chartier, (see synthesis here - pdf), a country no longer need find itself in dire straits to proactively adopt the German model of frugality.

In any case, one thing is for sure: Following the preliminary summit of European leaders this weekend, our scenario of European debt plans for PIGS nations following the same path as that of AIG in the United States is moving ever closer to fulfillment.

Greece thus benefited from an extension of debt maturities from 3 to 7.5 years, and a 1% decline in interest rates to 4.2% from 5.2%, amounting to about €6bn in savings for the Greeks. The country's earliest debt maturity has been extended to September 2014 from May 2013 with the last repayment rescheduled to May 2015. Moreover, the interest rate to be paid for the first three years has been reduced to 3.5% from 4.5% (for the time being)! The country's financing needs of €58bn for 2011 are entirely covered by the €100bn EU/IMF plan and short-term treasury issues already carried out.

Europe Buys Breathing Space

It doesn't qualify as a grand bargain, but the latest European efforts to draw a line under the sovereign-debt crisis went further than the market had expected.

Perhaps spurred by last week's alarming rise in peripheral government-bond yields, euro-zone leaders agreed over the weekend to expand the size of the euro area's bailout facilities to €440 billion ($611.7 billion) from €260 billion now. They also lowered the interest rate by one percentage point, extended the maturity of emergency loans to Greece and allowed the new European stability mechanism to buy bonds in primary markets.

While welcome, the measures are unlikely to prove a definitive solution. They address only near-term liquidity concerns rather than trickier issues over solvency. There remains no credible plan for the recapitalization of the banking system or a clear mechanism to handle possible future sovereign defaults. Nothing in this plan is likely to change the market's view that Greece's and Ireland's debt is unsustainable or that Portugal will also soon need a bailout.

Υποβάθμισε τον ΟΤΕ ο οίκος Moody's

Ο οίκος Moody's ανακοίνωσε ότι μείωσε την πιστοληπτική βαθμολογία του ΟΤΕ σε Baa3 από Baa2 και την έθεσε υπό εξέταση για πιθανή περαιτέρω υποβάθμιση.

Ο επικεφαλής αναλυτής του οίκου για τον ΟΤΕ κ. Κάρλος Γουίνζερ δήλωσε ότι η κίνηση αυτή ήταν συνέπεια της πρόσφατης υποβάθμισης του αξιόχρεου της Ελλάδας στο B1 από Ba1 από τον Moody's.

«Αυτή προέκυψε, μεταξύ άλλων, από τη γρήγορη επιδείνωση της καταναλωτικής δαπάνης στην Ελλάδα και την αυξανόμενης ανησυχίας όσον αφορά το μακροοικονομικό περιβάλλον στη χώρα, με το ΑΕΠ της να αναμένεται να μειωθεί κατά 3% εφέτος», είπε ο κ. Γουίνζερ, προσθέτοντας ότι «το περιβάλλον θα επηρεασθεί περαιτέρω από το πολυετές πρόγραμμα σταθεροποίησης της Κυβέρνησης, το οποίο θα έχει αρνητική επίδραση στα πρότυπα ζήτησης του ΟΤΕ».

Greek treatment of illegal migrants criticised

The Council of Europe has slammed Greece over its “unacceptable” treatment of illegal immigrants, saying that conditions were deteriorating at police stations and detention centres across the country.

The council’s committee for the prevention of torture, inhumane and degrading treatment or punishment said on Tuesday that Greek authorities had ignored its recommendations, while at the same time claiming they were taking measures to improve the situation.

At the Filakion detention centre close to Greece’s land border with Turkey, migrants “including juveniles and families with young children were kept locked up for weeks and months in filthy, overcrowded, unhygienic conditions with no daily access to outdoor exercise,” the committee said.

Such conditions were “unacceptable and could even amount to inhuman and degrading treatment”, it said.

Μπορούμε να καταλάβουμε γιατί αυτό το πρόγραμμα σταθεροποίησης έπεσε βαρύ στην κυβέρνηση. Είναι κυβέρνηση ενός κόμματος, το οποίο θεοποίησε τον κρατισμό και άσκησε επί μακρόν τις πολιτικές του.

Από την άλλη, όμως, αυτό το πρόγραμμα θα έπεφτε βαρύ σε οποιαδήποτε κυβέρνηση, οποιουδήποτε κόμματος. Ζούμε σε μια κοινωνία που, όχι μόνο από τη μεταπολίτευση, όπως θρυλείται, αλλά από τον Εμφύλιο και μετά είχε ως μόνο ιδεολογικό μπούσουλα την κρατική παρέμβαση. Από αυτήν την κοινωνία προέρχονται τα κόμματα, από αυτά τα κόμματα προέρχονται τα στελέχη τους. Τις μόνες παραστάσεις που έχουν και τη μόνη ιδεολογική επεξεργασία που έκαναν, είναι αυτό που λένε οι πολίτες μπροστά σε δέκα εκατοστά χιονιού: «Μα, πού είναι το κράτος;».

Η αλλαγή του ιδεολογικού Παραδείγματος δεν είναι εύκολη υπόθεση. Ο κρατισμός έχει απολιθωθεί στη σκέψη όλων. Οχι μόνο των κυβερνητικών στελεχών, αλλά και των αντιπολιτευόμενων· στη μείζονα και στην παλαβή αντιπολίτευση. Κυριαρχεί ακόμη κι εκεί που θα έπρεπε να είναι κόκκινο πανί, π. χ. στους μαζικούς φορείς των επιχειρηματιών. Βλέπουμε, για παράδειγμα, Μέσα Μαζικής Ενημέρωσης από τη μια να θρηνούν για τις «σπατάλες του κράτους» και ταυτόχρονα να ωρύονται κατά των ιδιωτικοποιήσεων. Να χύνουν δάκρυα για τα ελλείμματα και να αναρωτιούνται γιατί το κράτος δεν δημιουργεί επιπλέον ελλείμματα, συντηρώντας την κρατικοδίαιτη ανάπτυξη.

Από τον περασμένο Απρίλιο που το μνημόνιο μπήκε στη ζωή μας, πιστέψαμε ότι τη χώρα θα την κυβερνά η Τρόικα της ΕΕ του ΔΝΤ και της ΕΚΤ.

Μετά τις τελευταίες αποφάσεις της Συνόδου Κορυφής φαίνεται πως η έξοδος της χώρας από τη κρίση, εξαρτάται από μια άλλη Τρόικα, εγχώρια αυτή τη φορά και… αμετανόητη.

Το αν θα εκποιηθούν Τουριστικά ή Ολυμπιακά Ακίνητα, αν θα μεταβιβαστεί σε ιδιώτες κι άλλο κομμάτι του ΟΤΕ, ή αν θα ιδιωτικοποιηθεί το Ταχυδρομικό Ταμιευτήριο ή η ΔΕΗ δεν εξαρτάται από τις αποφάσεις του κ. Γ. Παπανδρέου ή του κ. Γ. Παπακωνσταντίνου.

Εξαρτάται κυρίως από τις διαθέσεις του κ. Π. Κούτρα της ΟΜΕ -ΟΤΕ του κ. Ν. Φωτόπουλου της ΓΕΝΟΠ- ΔΕΗ και του κ. Σπ. Παπασπύρου της ΑΔΕΔΥ, που απειλούν ήδη να κατεβάσουν τους εργαζόμενους στους δρόμους αν η κυβέρνηση επιμείνει στο πρόγραμμα αποκρατικοποιήσεων.

Πρόκειται για τους συνδικαλιστές του ΠαΣοΚ που αρνούνται κάθε εκποίηση δημόσιας περιουσίας με το φοβερό σκεπτικό, ότι δεν αναφέρει κάτι τέτοιο το πρόγραμμα του ΠαΣοΚ που εγκρίθηκε από το συνέδριο.

2013: το στοίχημα παραμένει

Ολα όσα περιλαμβάνει η απόφαση των αρχηγών της Ευρωζώνης είναι προς το συμφέρον της Ελλάδας. Αποτελούν, επιεικώς, άσκηση μικρότητας οι περί του αντιθέτου εκφραζόμενες απόψεις. Αν τους το επέτρεπαν οι κομματικές παρωπίδες, τις ίδιες και μάλλον αυστηρότερες αποφάσεις θα είχαν λάβει στην εθνική αντιπροσωπεία.

Παραμένει μυστήριο γιατί η κυβέρνηση και το υπόλοιπο πολιτικό προσωπικό δείχνουν τόσο φοβισμένοι. Ο κομματικός ανταγωνισμός και η απουσία ικανοτήτων των κομματικών μηχανισμών αποτελεί μια προφανή εξήγηση. Ολα θα ήταν καλύτερα αν 120 - 150 σημερινοί βουλευτές ανακοίνωναν την οριστική έξοδό τους από την πολιτική σκηνή. Στο μεταξύ, το σημαντικό στις αποφάσεις της Ευρωζώνης δεν βρίσκεται στην επιμήκυνση των δανείων σωτηρίας και σταθεροποίησης μετά και το 2013. Η πενταετής περίοδος χάριτος αποτελεί βεβαίως σημαντική εξέλιξη. Σε συνδυασμό με τη μείωση του περιθωρίου επί του επιτοκίου, η επιστροφή μας στις διεθνείς αγορές αποτελεί τώρα ένα πιο ρεαλιστικό σενάριο. Ομως, όσο η βαθμολογία της ελληνικής οικονομίας παραμένει στο επίπεδο «σκουπιδιού», οι όποιες φωνασκίες, κατάρες και άλλες συζητήσεις (μετά συμφωνίας...) στο ελληνικό Κοινοβούλιο, μεταξύ των κ. Πάγκαλου και Καρατζαφέρη έχουν ελάχιστη σημασία.

Στόχος του ελληνικού κράτους πρέπει να είναι η έκδοση και τοποθέτηση στις διεθνείς αγορές κεφαλαίων, ομολογιακών τίτλων μακράς διάρκειας. Κάτι τέτοιο θα συμβεί μόνον όταν ο εκδότης, το ελληνικό Δημόσιο, θα έχει αντιμετωπίσει τη ζημιά που έχει υποστεί το κύρος του. Γι' αυτό δεν έπρεπε να έχουμε πει το παραμικρό ψέμα, γι' αυτό δεν έπρεπε να διαδίδουμε τα χειρότερα για τη χώρα, γι' αυτό δεν έπρεπε να περιφέρουμε τη μιζέρια μας, γι' αυτό δεν έπρεπε να μεμψιμοιρούμε στην υιοθέτηση δραστικών μέτρων, γι' αυτό δεν έπρεπε να κουνάμε τον φοροδιαφεύγοντα πισινό μας, γι' αυτό δεν έπρεπε να εκδηλώνουμε τόσο προφανώς τις μεταξύ μας φατριαστικές αντιθέσεις.

Οι πολιτικοί της χρεοκοπίας

Αν πιστέψουμε την αντιπολίτευση και διάφορους καταστροφολόγους οικονομολογούντες, στις Βρυξέλλες δεν συνέβη τίποτε ουσιαστικό. Και η επιμήκυνση του χρέους και η μείωση του επιτοκίου και η δυνατότητα αγοράς ομολόγων είναι περίπου μια τρύπα στο νερό.

Αλλά κι αυτές οι... άνευ σημασίας παραχωρήσεις, σύμφωνα με την αντιπολίτευση και τους δημοσιολογούντες αναλυτές μας δεν μπορούν να πιστωθούν στην κυβέρνηση, αφού όπως υποστήριξαν κάποιοι από αυτούς. ότι πήραμε θα μας το έδιναν και να μην το ζητάγαμε, διότι αυτό ήταν το συμφέρον της κας Μέρκελ και των ευρωπαίων τραπεζιτών... Αυτές οι πομφόλυγες, παρουσιάζονται ως βαθυστόχαστες αναλύσεις, είτε για να υποβαθμίσουν την ικανότητα διαπραγμάτευσης της κυβέρνησης, είτε για να μας πείσουν ότι μόνο με τη δική τους μαγική συνταγή θα βγούμε από την κρίση.

Είναι αυτονόητο, ότι η ανάσα που πήραμε δεν πρόκειται να μας λύσει ως διά μαγείας τα προβλήματα. Έχουμε πολύ δρόμο μπροστά μας γι αυτό. Ωστόσο δεν παύει να είναι μια θετική εξέλιξη, που δίνει στην κυβέρνηση τη δυνατότητα, να χειριστεί την κατάσταση με κάποια, πιο άνετα, περιθώρια χρόνου Το αν θα τα καταφέρει είναι μια άλλη υπόθεση για την οποία θα κριθεί. Από το σημείο αυτό όμως, μέχρι να μηδενίζεται η προσπάθεια που κατέβαλε ο πρωθυπουργός, υπάρχει μεγάλη απόσταση.

The Fall of Greece Continues

Looking at the most recent OECD economic indicators, Greece makes by far the weakest showing in all the euro zone as it continues to plod through difficult economic times. Industrial production remains in severe contraction territory, consumer confidence has fallen off a cliff, business confidence (though trending up) is clearly depressed, and the leading index is turning down fast, dropping 0.32% since December and 7.04% below the level seen in January 2010.

For February (more timely data), consumer confidence increased 0.53% from January but dropped 3.24% below the level seen in February 2010, while business confidence increased notably from January, climbing 2.07% above the level seen in February 2010.

Industrial production remains weak but jumped 0.75% between November and December 2010 (much less timely data), remaining near the lowest levels seen since the late 1990s.

Διευρυνόμενες νησίδες αριστείας

Τους τελευταίους μήνες, ενόψει της σχεδιαζόμενης νομοθετικής αλλαγής, υπάρχει αρκετά έντονη δημοσιότητα σχετικά με το επίπεδο των ελληνικών Ανωτάτων Εκπαιδευτικών Ιδρυμάτων (ΑΕΙ), τόσο από μέλη της πολιτικής ηγεσίας του Υπουργείου Παιδείας, όσο και από εφημερίδες και κρατικά κυρίως κανάλια. Η παρουσίαση, παρόλο που εστιάζεται σε μερικές μόνο ακραίες αρνητικές περιπτώσεις, δίνει τελικά την εικόνα μιας γενικής απαξίωσης με κύριους, αν όχι αποκλειστικούς, υπευθύνους τους καθηγητές.

Κι όμως, τις τελευταίες δεκαετίες υπάρχει μια εμφανής, συνεχής και σημαντική πρόοδος των ελληνικών πανεπιστημιακών τμημάτων, με βάση συγκεκριμένα κριτήρια, που αφορούν, πρώτον, την προσφορά ενός σύγχρονου προγράμματος σπουδών και, δεύτερον, την παραγωγή νέας γνώσης, μέσω της ερευνητικής δραστηριότητας. Το δεύτερο κριτήριο τεκμηριώνεται εύκολα από τον αριθμό των δημοσιεύσεων και των αναφορών, που κατατάσσουν την Ελλάδα περίπου στην 28η θέση στον κόσμο στην Επιστήμη Υπολογιστών, στις Γεωπονικές επιστήμες, στην Κλινική Ιατρική, στη Φυσική, στη Χημεία, στη Βιολογία, στην Επιστήμη Υλικών, και στα Οικονομικά. Αν λάβει κανείς υπόψη και τον πληθυσμό, η Ελλάδα κατατάσσεται μέσα στις 20 πρώτες χώρες. Αυτή η επιτυχία οφείλεται σε μια μειονότητα εξαίρετων καθηγητών, άλλα και φοιτητών.

«Εξοργιστείτε! Θα πρέπει να συσσωρεύσει κανείς µέσα του την οργή, ώστε όπως η θερµότητα µετατρέπεται σε ενέργεια έτσι και η συσσωρευµένη οργή να γίνει δύναµη για να αλλάξουµε τον κόσµο».

Ας αφήσουµε τη λυρική πλευρά της διατύπωσης, την ωραία θερµοδυναµική µεταφορά και ας πάµε απευθείας στην ουσία του θέµατος. ∆ιότι υποθέτω ότι οι Ελληνες της ευρωπαϊκής Αριστεράς όταν άκουσαν τον κύριο Λαφοντέν να τους παροτρύνει να εξοργιστούν θα κοιτάχτηκαν µε νό ηµα.Ο κ. Τσίπρας, επικεφαλής της καθ’ ηµάς οργίλης Αριστεράς, πρέπει να αισθάνθηκε όπως ο καλός µαθητής που ακούει τον δάσκαλό του να του ζητάει να συνεχίσει να κάνει αυτό ακριβώς που κάνει. «Βρίσκοµαι σε καλό δρόµο», θα σκέφτηκε, «το λέει κι ο Γερµανός και οι Γερµανοί, ό,τι κι αν τους σούρνουµε, ξέρουν κάτι παραπάνω». Αλλοι, λιγότερο ικανοποιηµένοι από τον εαυτό τους, ενδεχοµένως να αναρωτήθηκαν τι δεν κάνουν καλά. Μήπως δεν είναι αρκετά οργισµένοι, µήπως πρέπει να οργιστούν ακόµη περισσότερο, να, για παράδειγµα στις 25 Μαρτίου, την ηµέρα που σύµπας ο Ελληνισµός θα σηκώσει το λάβαρο της ανεξαρτησίας από τον ζυγό του Συµφώνου Ανταγωνιστικότητας.

∆εν ξέρω αν κάποιος αναρωτή θηκε αυτό που µου µοιάζει µάλλον προφανές: σε τι ακριβώς διαφέρει η οργή της Αριστεράς από την οργή όλου του υπόλοιπου κόσµου; Θα µου πείτε η Αριστερά, για δεκαετίες ολόκληρες σιτίσθηκε από το µονοπώλιο της οργής και της κοινωνικής ευαισθησίας. Και, όπως κάθε επιχείρηση που έχει µεγαλώσει σε συνθήκες µονοπωλιακής προστασίας, δυσκολεύεται να αντιδράσει στις σηµερινές συνθήκες ανταγωνισµού.

Europe's Ratings Rage Is Misdirected

Ratings firms have always been an easy target for politicians' ire, and they remain so. Following downgrades of Spain and Greece, the European Commission has wasted no time in pledging more regulation. French Finance Minister Christine Lagarde now argues ratings shouldn't even be assigned to countries with bailout packages. At best, much of this activity is a waste of time; at worst, it may be counterproductive.

Greece's downgrade to B1 by Moody's looks harsh, but the market was already there: last Friday, just before the downgrade, five-year bonds were yielding 15.3%, already firmly in the "highly speculative" category. Meanwhile, Spain's downgrade to Aa2 was driven largely by widely held worries about bank recapitalization; many believe that the government is underestimating the scale of the problem. To react to these downgrades with a cry of "regulation" looks like an unwelcome knee-jerk reaction.

The Commission has already correctly identified the biggest problem with ratings: they are embedded in regulation and in investment mandates, meaning downgrades can cause forced selling that exacerbates credit deterioration. Regulators, bankers, investors and even the firms agree on the need to break the links between ratings and investor behavior.

IMF Completes Third Review Under Stand-By Arrangement for Greece and Approves €4.1 Billion Disbursement

The Executive Board of the International Monetary Fund (IMF) today completed the third review of Greece’s economic performance under a program supported by a three-year Stand-By Arrangement (SBA) for Greece. The completion of the review enables the immediate disbursement of an amount equivalent to SDR 3.6 billion (about €4.1 billion), bringing total Fund disbursements under the SBA to an amount equivalent to SDR 12.725 billion (about €14.6 billion).

The SBA, which was approved on May 9, 2010, is part of a cooperative package of financing with Euro area member states amounting to €110 billion over three years. It entails exceptional access to IMF resources, amounting to more than 3,200 percent of Greece’s quota.

Greece’s economic program has made further progress toward its key objectives of putting the economy on a path of sustainable growth by boosting competitiveness, strengthening financial sector stability, and securing sustainable public finances. The underlying fiscal and broader reforms necessary to deliver the program’s medium-term objectives are gradually being put in place, although some major reforms still need to be designed and implemented to build a critical mass necessary to underpin fiscal sustainability and economic recovery.

New Europe: Mapping a continent

It is like being in an accident and emergency reception on a Friday night. To inhabit this place we call Europe is to see nations wheeled in on trolleys from a series of pile-ups. First the banking crash; then the sovereign debt crises of Greece and Ireland – with ambulance crews poised for 999 calls from Portugal, Spain and Italy. Once admitted, treatment can be worse than the trauma: the austerity packages, welfare cuts, job losses. Recovery is slow, fragile and sensitive to changes, like oil prices being pushed up by the revolution sweeping the Arab world. Small wonder that the banks feel "stressed". A good number of Europe's citizens do too.

The poll we publish today is taken from a sample of more than 5,000 people of working age in the five leading EU states – Britain, France, Germany, Spain and Poland – and clearly speaks to a crisis in European governance. Only 6% truly trust their government, and just 9% think their politicians are honest, either in power or out of it. Political anxiety is driven by economic pessimism, particularly in France and Germany, the powerhouse of Europe. Almost three-quarters of the French think they will be worse off a decade from now, and so do half of all those polled in Germany, despite its economic recovery.

If Europe is unthinkable without its nations, and those nations are led by a generation of politicians so lacklustre that the only character who stands out, for all the wrong reasons, is Silvio Berlusconi, does that mean that the grand European project is on the wane, however you define it – as a market, a union, a currency, a set of rules, standards and law? Which would now seem more eloquent of the collective mood – the optimism of Beethoven's Ode to Joy, the EU's official anthem, or John Cage's four minutes and 33 seconds of silence?

Greek PM calls for consensus on privatisation

Greece’s prime minister has appealed for national consensus over a controversial plan to raise €50bn from privatisation sales in order to write down part of the country’s large public debt.

“I’m seeking consensus and constructive opposition from other political parties ... They have to understand the seriousness of our situation,” said George Papandreou, the Socialist prime minister, addressing a televised cabinet meeting on Sunday.

The scheme triggered a nationalist backlash when it was unveiled last month, with both conservative and leftwing parties accusing the government of yielding to pressure from its creditors to “sell the family silver”.

Greece reaffirmed its commitment to completing the privatisations by 2015 in return for an unexpectedly favourable deal on reducing its debt burden at Friday’s emergency European Union summit.

Debt Relief for Greece Comes at Tough Domestic Cost

Greece is relieved after its European Union partners agreed to cut the interest rate on its bailout loan and give it access to an emergency fund, but the favor came with strict conditions to carry on with a highly unpopular austerity program and kick off the biggest selloff of public property in the country's history.

"Our efforts so far were recognized, so we got both a longer repayment period for our loan and a lower rate. It's the first good news in a very long time. But the challenges ahead remain huge. The Greek people are angry with the unprecedented belt tightening and we must also get €50 billion from privatizations in the next five years," a senior Greek government official said over the weekend. "Beyond the logistical challenge, privatizations are always unpopular in Greece. So the anger will grow."

Euro-zone leaders agreed Friday to extend the repayment period of the €80 billion Greece got from its European Union partners to 7.5 years from three years and more importantly to slash the interest rate to 4.8% from 5.8%. This will save the debt-ridden country around €6 billion in interest.

Greece got that loan, plus €30 billion from the International monetary Fund, last May when it was on the brink of default. In exchange, Athens embarked on a series of austerity measures to bring down its budget deficit from 15.4% of gross domestic product in 2009 to below 3% by 2014.

Eurozone Deal May Look Impressive But It's Hiding One Big Let Down

Friday's agreement by eurozone leaders has been seen as a significant beat over expectations, according to analysts at Morgan Stanley and Societe Generale.

The results were:

* Cuts in the interest rate for Greece's bailout bonds, and lengthening of their repayment period

* An increase in the size of the EFSF, the region's bailout fund, to €440 billion

* Agreement on the EFSF's ability to buy government debt in the primary market

* The ESM, which will replace the EFSF in 2013, will be increased to €500 billion in size

* The "pact for competitiveness" will happen, but will be weakened and called the "pact for the euro"

* The Irish still don't get new bailout terms because they won't give up their low tax rate

Why is this impressive? In the build up to the meeting, it looked like we would get nothing on the "pact for competitiveness," and that Greece would struggle to persuade German Chancellor Angela Merkel to ease their bailout terms.

Scepticism remains despite bail-out fund

Unexpected, yes, but is it a “game-changer”? The initial reaction from investors to the deal agreed by eurozone leaders at the weekend was above all surprise that anything at all had been achieved so low had been expectations.

That helped explain a relief rally that saw borrowing costs fall for the peripheral eurozone countries but far less than they did after the “shock and awe” rescue plan was unveiled last May. “We are certainly in a better place than we were last week,” says Padhraic Garvey, strategist at ING.

But it did not take long for scepticism to set in. The deal, which extends the eurozone’s bail-out fund, eases rescue terms for Greece and increases policy co-ordination, is for many investors merely an extension of the eurozone’s current strategy of trying to buy time by pushing the problem down the road rather than embarking on something more radical.

“The latest eurozone deal follows a long line of announcements that are yet to change the game,” says Tamara Burnell, head of sovereign and financials analysis at M&G Investments, the UK investor.

Euro zone likely to boost bailout fund guarantees

The euro zone is likely to increase guarantees for its bailout fund to boost its effective lending capacity, Eurogroup President Jean-Claude Juncker said on Monday, but a deal was likely only next week.

Euro zone leaders agreed early on Saturday that the capacity of the European Financial Stability Facility (EFSF) should be raised to its full nominal value of 440 billion euros from the current 250 billion, but left it to ministers to work out how.

The effective capacity of the EFSF is currently lower than the nominal value because not all euro zone countries issuing guarantees have the triple A rating that the fund wants.

"We are discussing ways and means how to return to the initial level of 440 (billion euros). Will this be done by guarantees or could there be other means? My present feeling is that this will be done by guarantees," Juncker told a news conference after the ministers' meeting.

Euro Strengthens on EU Deal

The euro extended its rally into the London morning Monday, and periphery sovereign debt yields are sharply lower, except those for Ireland.

The agreement in principle by EU leaders improved the bailout terms for Greece and extends the European Financial Stability Facility's effective size and usage.

Greek 10-year yields are 55 basis points lower, while those for Spain and Portugal are 17 basis points and 11 basis points lower, respectively.

Also of note, Greek and Spanish stock markets are up 4.5% and 1.8%, respectively.

Regulators taking blinkered approach to stress tests

So who’s right? Are Europe’s bank stress tests truly stressful, as the regulators who are conducting them claim? Or are they something between a joke and a fudge, as much of the investor community seems to believe?

The fashion for stress-testing banks in public – submitting their operations to a host of worst-case scenarios about the outlook for the economy, interest rates, bad debts and so on – has caught on in the wake of the financial crisis.

Understandably, regulators want to ensure that banks have sufficient capital (to withstand losses) and sufficient liquid funds (to withstand a seizing-up of funding markets or a spate of withdrawals by panicky depositors), no matter what happens.

Debt Deal Provides Wrong Incentives

With money markets so nervous about the condition of the euro zone's periphery that interest rates on Portugal's debt seemed headed towards 8%, the leaders of the 17-nation zone finally cut a deal on Saturday morning. Serious students of government know that it is important to get the incentives right if the desired behavior is to be induced. The euro-zone leaders got them wrong.

In the week before the meeting:

• Moody's again downgraded Greek debt and Greece sacked its chief tax collector for failing to boost tax receipts to levels it needs if it is to close its budget gap. Net revenue fell from €3.15 billion ($4.38 billion) in February of last year to €2.85 billion this year, making it almost certain that Greece will not hit its revenue target;

• China's rating agency, Dagong, downgraded Portuguese debt, driving interest rates on that nation's 10-year bonds close to 8%. "These levels of interest rates are not sustainable over time," says Carlos Costa Pina, Portugal's secretary of state for treasury and finance, who nevertheless says Portugal, with an economy that has grown at a rate of under 1% in the past decade, does not need a bailout. Never mind that its central bank predicts the economy will shrink by 1.3% this year;

The World's Banks Face $2.5 Trillion In Exposures To Europe's Fringe

The world's banks have exposures of $2.5 trillion to Portugal, Ireland, Greece, and Spain, according to the latest report from the Bank for International Settlements (via Ambrose Evans-Pritchard).

Those exposures include everything, from derivatives, to other credit products, to more typical investments.

The country with the biggest exposures in Europe: Germany, with $569 billion in exposure.

That exposure will likely continue to play into how Germany's government deals with the situation in the region, and will likely weigh on the government's willingness to let any euro member default.

Greek bank scuppers hopes over deal

Alpha Bank, Greece’s third-largest lender, has killed hopes of a merger deal with larger rival National Bank of Greece, scotching the push by regulators and the government for the country’s troubled banking sector to strengthen itself through consolidation.

“As far as we are concerned this deal is dead,” said Spyros Filaretos, chief operating officer and nephew of Yannis Costopoulos, Alpha’s chairman and head of the family that owns more than 10 per cent of the bank.

“It will be very difficult for us to entertain anything from NBG as a friendly approach,” he told the Financial Times.

The declaration – two months after the initial bid from Greece’s biggest bank – came as it emerged NBG was working on a revised offer for Alpha.

Greece is under pressure from the European Union and the International Monetary Fund to promote consolidation.

Europe debt deal spurs relief rally

The euro and eurozone peripheral bond markets rallied on Monday in response to moves by European policymakers to tackle the region’s 18-month debt crisis.

The Brussels’ agreement to increase the size and scope of the eurozone’s rescue fund and the reduction of interest rates for Greek bail-out loans were singled out by investors and strategists as the main positives for the eurozone.

The euro jumped against most currencies, rising 0.7 per cent to $1.40 against the dollar, while European bank stocks were up amid hopes that the Brussels deal would help steady the currency club’s beleaguered financial sector.

Greece was the biggest beneficiary among the peripheral economies as its stock market rose 5.15 per cent – the largest rise since May 10 last year, the day the international community announced the €750bn “shock and awe” rescue package.

European Ministers Firm Up Bailout-Fund Plan

European finance ministers will meet here Monday and Tuesday to discuss the fine print of a deal covering the euro zone's bailout funds after the currency area's leaders vaulted low expectations to secure a crucial agreement early Saturday.

Following a rancorous discussion, the leaders agreed to expand the euro zone's current bailout capacity to €500 billion ($694.9 billion), the figure leaders originally promised last year, from just over €300 billion now. They also pledged to establish a new €500 billion permanent bailout fund in 2013.

That, together with most of the rest of the agreement, had been resolved by finance ministers in recent months or widely previewed. But two fresh details were particularly noteworthy.

Η απόφαση της Συνόδου Κορυφής δεν ήταν «επιβράβευση»: Λίγο πριν από τη χρεοκοπία η ευρωζώνη δίνει ακόµη µια ευκαιρία και ταυτόχρονα ανεβάζει τον πήχυ των υποχρεώσεων. Και στη Ν.∆. για να µη φέρει πάλι την καταστροφή. Η απόφαση δεν ήταν «αυτονόητη»: χρειάστηκε δουλειά και η ίδια ήταν απούσα.

Τι πήραµε στις Βρυξέλλες; Αυτά που θέλαµε – τόσο απλά. Αλλά και αυτά που δεν θέλαµε. Τόσο απλούστερα. Και πια οι δανειστές δεν παίζουν.

Ουφ και ωχ!

Είναι μια ανάσα. Μικρή αλλά ανάσα.Η βελτίωση των όρων δανεισµού του περασµένου Μαΐου (και ως προς την αποπληρωµή και ως προς το επιτόκιο) µπορεί να µην αλλάζει τα βασικά δεδοµένα του ελληνικού χρέους αλλά δίνει ένα περιθώριο για την αντιµετώπισή του.

Έτσι, οι χρονιές 2014 και 2015 που προβλέπονταν εφιαλτικές από την άποψη των δανειακών υποχρεώσεων της χώρας ελαφρύνονται και η (όποια) κυβέρνηση αποκτά τη χρονική ευχέρεια να διαπραγµατευτεί τη δεδοµένη στιγµή µια συνολικότερη διευθέτηση. Ουφ!

Ουφ αλλά και ωχ! ∆ιότι η βελτίωση των όρων δανεισµού επετεύχθη µε βαριά ανταλλάγµατα.

Εφεξής, η Ελλάδα δεν δεσµεύεται µόνο για την πλήρη εφαρµογή του Μνηµονίου. Ούτε µόνο από ένα πρόγραµµα µεσοπρόθεσµης δηµοσιονοµικής πειθαρχίας, το οποίο υπερβαίνει χρονικά το Μνηµόνιο.

∆εσμεύεται κι από τη ρητή υποχρέωση να προχωρήσει σε αποκρατικοποιήσεις και εκποιήσεις δηµόσιας περιουσίας ύψους 50 δισ. ευρώ έως το 2015 – εκ των οποίων τα 15 δισ. µέσα στο 2011 και το 2012.

Eurozone: no grand bargain

The oldest trick in the conjuror’s manual is pulling a rabbit out of a hat. That is what eurozone leaders did at the weekend, unveiling a package of measures to help each other survive the sovereign debt crisis just when investors had lowered their expectations. The package buys the troubled bloc more time (not an unworthy aim), but the legerdemain does not resolve the eurozone’s central issue: solvency.

Given the difficulty of reaching agreement in a divided bloc, and the missed opportunities up to now, the announcement represents progress. The European financial stability facility, the main vehicle for funding countries in difficulty, will have its lending capacity raised from about €250bn to €440bn, and the interest rate on new loans from the facility will be up to 1 percentage point lower. Greece will benefit, but no arrangement has been agreed for Ireland, and the package makes no nod to the difficulties facing Portugal, which will almost certainly have to turn to the EFSF for funding.

Ιδού τι θα συμβεί!

Ότι η Ελλάδα θα χρεοκοπήσει στις 25 Μαρτίου το έχετε ήδη μάθει. Όπως επίσης είναι γνωστό ότι το κράτος θα δεσμεύσει μέχρι 31.12.2012 όλες τις καταθέσεις και θα επιτραπεί να παίρνουμε μόνο μέχρι 100 ευρώ το μήνα ανά λογαριασμό. Ταυτόχρονα οι μισθοί θα μειωθούν αυτομάτως στο 1/10. Δηλαδή κάποιος που παίρνει σήμερα 1.500 ευρώ από τον Απρίλιο θα παίρνει 150 ευρώ. Εξαίρεση ίσως γίνει στους δικαστές και στους αστυνόμους τους οποίους έχει ανάγκη το σύστημα και οι οποίοι θα παίρνουν το 1/3 του σημερινού τους μισθού.

Τώρα το θέμα είναι γιατί θα γίνουν όλα αυτά. Έχουν δοθεί εξηγήσεις αλλά καλό θα είναι να τις συνοψίσουμε. Το κυριότερο είναι γιατί η Γερμανία θέλει να αγοράσει φτηνά το Αιγαίο το οποίο κρύβει πετρέλαιο. Γιαυτό η τελική απόφαση περί χρεωκοπίας της Ελλάδας πάρθηκε μετά την κατάρρευση των αραβικών καθεστώτων. Το Αιγαίο οι Γερμανοί το είχαν σαν back up, τώρα όμως που χάνουν τα πετρέλαια της Αραβίας αποφάσισαν να επισπεύσουν την άντληση των πετρελαίων στο Αιγαίο. Με την χρεωκοπία λοιπόν της Ελλάδας ανοίγει ο δρόμος για την αγορά του υπεδάφους του Αιγαίου από τους Γερμανούς σε συνεργασία με τους Τούρκους (βλέπε και ταξίδι Νταβούτογλου στην Ελλάδα). Οι Τούρκοι θα πάρουν έτσι την εκδίκηση τους από τους Έλληνες και οι Γερμανοί θα μπορούν να προχωρήσουν σε ένα 3ο παγκόσμιο πόλεμο έχοντας εξασφαλίσει τεράστια ενεργειακά αποθέματα. Ας μην ξεχνάμε άλλωστε ότι η γερμανική μηχανή έχασε τον προηγούμενο πόλεμο μένοντας ουσιαστικά από πετρέλαιο κατά τη διάρκεια της επέλασης της στα ρωσικά εδάφη.

Στα υπόγεια είναι η θέα

Ολοι πλέον αναγνωρίζουν πως η άρθρωση ενός πειστικού οράματος για το μέλλον της χώρας αποτελεί προϋπόθεση για τον μετασχηματισμό της κρίσης σε νέο ξεκίνημα. Οι όροι διαφέρουν: κάποιοι κάνουν λόγο για νέα μεταπολίτευση, άλλοι για μια νέα «μεγάλη ιδέα». Ως προς το περιεχόμενο, όμως, η σύγκλιση είναι αξιοσημείωτη. Πέρα από τα δύο άκρα, είναι γενικό το αίτημα για μια σύγχρονη, αξιοκρατική, τίμια, δυναμική και ευνομούμενη κοινωνία, αυτό δηλαδή που απλοποιώντας αποκαλούμε συχνά «ευρωπαϊκή».

Μπορεί να ανταποκριθεί η χώρα στο αίτημα αυτό; Είναι φυσικό, η κρίση να εγείρει δικαιολογημένα ερωτήματα. Αυτά σχετίζονται τόσο με την ποιότητα του πολιτικού προσωπικού όσο και με τη λειτουργία του δημόσιου τομέα, αλλά και τη διάχυτη κουλτούρα της κοινωνίας. Αν και το κλίμα των ημερών προδιαθέτει αρνητικά, η απάντηση στο ερώτημα αυτό δεν είναι αυτονόητη.

Φανταστείτε κάποιον που επισκέπτεται την Αθήνα για πρώτη φορά. Εύκολα θα διαπίστωνε πως η πόλη έχει αφεθεί στην τύχη της. Διαδηλωτές μπλοκάρουν το κέντρο της κάθε δεύτερη μέρα, οι δρόμοι είναι κατειλημμένοι από παράνομα σταθμευμένα αυτοκίνητα και εκατοντάδες πλανόδιους πωλητές, δεν υπάρχει τοίχος που να μην είναι γεμάτος από αφίσες ή γκράφιτι. Πρόκειται για μια απογοητευτική εικόνα που ο επισκέπτης αυτός θα περιέγραφε ως «τριτοκοσμική». Δύσκολα, λοιπόν, θα πόνταρε στις μελλοντικές προοπτικές της χώρας και των κατοίκων της.

Αν όμως ο επισκέπτης μας εγκατέλειπε τους δρόμους και κατέβαινε κάτω από την αθηναϊκή γη, θα συναντούσε μια εντελώς διαφορετική πραγματικότητα: το μετρό είναι μια όαση ασφάλειας, ευταξίας, καθαριότητας και λειτουργικότητας. Οι υπάλληλοι είναι ευγενικοί, το ίδιο και οι επιβάτες. Δύσκολα πιστεύει κανείς πως ζει στην ίδια πόλη και κινείται ανάμεσα στους ίδιους ανθρώπους.

Τι κάνει την υπέργεια πραγματικότητα «τριτοκοσμική» και την υπόγεια πραγματικότητα «ευρωπαϊκή»; Γιατί συμπεριφέρονται οι ίδιοι ακριβώς άνθρωποι τόσο διαφορετικά ανάλογα με το αν κινούνται πάνω ή κάτω από τη γη;

Παρατεταµένη εφηβεία

Πολλά µπορούν να µας προσάψουν. Κανείς όµως δεν µπορεί να µας κατηγορήσει για αστάθεια στην ευρωπαϊκή πορεία µας.

Οπως το 1827, το 1897, το 1922, το 1974, έτσι και το 2011 η Ελλάς έχει εναποθέσει ακόµη µία φορά τις ελπίδες για τη σωτηρία της στον κηδεµόνα της. «Η Ευρώπη δεν θα µας αφήσει να πέσουµε τελείως έξω». Ετσι εµείς δεν χρειάζεται να χάσουµε τον ύπνο µας. Οι πρώην «σύµµαχοι» – πείτε τους πάτρωνες ή ό,τι άλλο θέλετε – εδώ και τριάντα χρόνια έγιναν εταίροι µας, εµείς όµως µπορούµε να συνεχίσουµε να τους αντιµετωπίζουµε σαν κηδεµόνες. Τριάντα χρόνια µετά την ένταξή µας στην Ευρώπη το ρήγµα που µας χωρίζει από αυτή είναι πιο ενεργό παρά ποτέ. Μας φροντίζουν, θυµώνουν αν ξοδέψουµε το χαρτζιλίκι µας σε τσίχλες, µας µαλώνουν...

∆εν πάθαµε όµως και τίποτε. Τι είναι ένα µάλωµα µπροστά στους ήρωες που κρατούν τα στενά στις Θερµοπύλες των ∆ΕΚΟ, µπροστά στην πολιτιστική επανάσταση των διοδίων, µπροστά στο ανυπότακτο φρόνηµα των γιατρών του ΙΚΑ, µπροστά στο έργο τέχνης που λέγεται ∆ηµόσια ∆ιοίκηση, µπροστά στις εµπνεύσεις των πολιτικών που ψηφίζουν δέκα νόµους µαζί και οκτώ τροπολογίες εκεί όπου ο Ευρωπαίος ψηφίζει έναν και από την τσιγγουνιά του τον εφαρµόζει κιόλας.

Και όποιος τολµήσει να πει πως υπάρχει και κάτι που λέγεται αξιοπρέπεια, ας θυµηθεί ο ανιστόρητος ότι για εµάς η κηδεµονία είναι κεκτηµένο δικαίωµα. Μας το κληροδότησαν οι πρόγονοι και όπως δεν θα δεχθούµε να εκποιήσουµε ούτε τετραγωνικό από τα εθνικά ντουβάρια – καλύτερα να σαπίσουν, παρά να τα αγγίξουν οι αλλόφυλοι – έτσι δεν θα εκχωρήσουµε ούτε ρανίδα από το φρόνηµα του παιδισµού µας.

Alpha pours scorn on claim of friendly tie-up

When Yannis Costopoulos, the chairman of Alpha Bank, was summoned to the offices of National Bank of Greece on the morning of Tuesday January 18, he suspected a merger proposal might be on the table.

Greece’s government had for months been urging consolidation within the troubled banking sector – weakened both by the global financial crisis but more particularly by the country’s homegrown macroeconomic woes. And as the country’s biggest bank, partially state-owned NBG was always likely to be part of that drive.

But the way Alpha’s management tell it, NBG’s claim that this would be a friendly deal was fatally flawed from the outset. Handed an envelope as he left NBG’s offices after that first meeting, Mr Costopoulos was shocked to find fully fledged documentation, complete with terms, ready to be announced in press release form. A month later, that information was distributed to the market, while Alpha was sitting, unprepared, in its own board meeting.

“Right from the beginning, this was not a friendly approach,” says Spyros Filaretos, Alpha’s chief operating officer.

“NBG put out the statement. People were left to believe this was a done deal. It was a clumsy way to put pressure on us.”

EU States Duck Financing Challenge

European Central Bank President Jean-Claude Trichet came home from Friday's summit of euro-zone leaders in Brussels effectively empty-handed, as the leaders again refused to relieve his institution of the burden of keeping struggling banks and member states afloat.

Mr. Trichet had gone into a meeting that was billed as a halfway house to a more important summit on March 24-25 with two aims.

The first was a thorough reform of the way the euro zone is governed in the long term. The second was a major enhancement of the European Financial Stability Facility, the vehicle through which euro-zone members help other member states in financial trouble. He returned with virtually nothing to show on either front.

Muddling through will not work this time

No political organisation in the world is as skilled as the European Union when it comes to muddling though. Don’t knock it. For 27 member states to agree, the art of compromise is critical. Muddling through has served the EU well over the years.

The agreement reached by EU leaders in the early hours of Saturday was a politically smart muddle. Angela Merkel got exactly what she needed: a deal that limits Germany’s financial liability. The others could live with it. Some important technical details have yet to be worked out, but the deal is essentially done.

Unfortunately, you cannot muddle through a debt crisis.

There are, in essence, two ways to resolve a debt crisis: through a bail-out or through default. Or through some clever combination of the two if you know what you are doing. If you muddle through, you end up with the default option, literally.

So where will this agreement lead us? To answer the question, it is important to understand a couple of technical aspects of the financial rescue mechanisms agreed on Saturday. The current one – the European financial stability facility (EFSF) – will run out in 2013. It gives credits to countries in trouble, and may soon buy their bonds on the primary markets. These rank pari passu – on the same terms – with everybody else’s investments. That means, should the country default, everybody gets hit equally. If, say Greece, were to default today, Germany and France would have to make good on their credit guarantees to the EFSF. It would be a political disaster. German conservatives would cry “transfer union” and drag Ms Merkel to the German constitutional court. The creditor nations would therefore not allow a default until 2013.

Eurozone leaders reach deal on key reforms

For weeks, European officials had promised that a “grand bargain” of reforms to shore up eurozone finances would be agreed at the end of March.

The 17 eurozone heads of government surprised many, however, including some within their own ranks, by cutting a deal on almost all the important elements in the early hours of Saturday during an emergency summit in Brussels.

Leaders committed to increasing the lending capacity of the current rescue fund – the European financial stability facility – from about €250bn to its full, headline level of €440bn ($610bn), making it able to bail out several more eurozone countries should the debt crisis continue to spread.

A permanent, post-2013 fund – the European Stability Mechanism – will be able to lend up to €500bn, likely to be achieved through stepped-up guarantees from triple-A states and paid-in capital from those with weaker balance sheets.

Lost Continent?

The Greeks have a word for it. Unfortunately, it can't be printed in a family magazine. Suffice to it say, the word in question is not complimentary. But then, how could it be, directed as it is at Moody's?

What occasioned the distinctly earthy expression of disapproval by the heirs of Socrates, Plato and Aristotle was that Moody's, ignoring the country's historic repute as the cradle of democracy, had the effrontery to slash Greece's credit rating three whole notches, thus casting its sovereign debt ever deeper into the Hades of junk bondage, and, adding insult to injury, warned a further cut was not outside the realm of possibility.

Not content with muttering imprecations, the powers-that-be in Greece also blamed the credit agencies with causing undue financial distress for their country and fired off a letter to the European Union demanding it induce Moody's, Standard & Poor's and Fitch to stop being so mean. Actually, we found the complaints by the finance minister and prime minister quite revelatory, since we were under the misimpression that feckless government borrowing and spending has something to do with the financial woes that the likes of Ireland, Portugal, Spain and Greece find themselves wallowing in. Live and learn, we guess.

Εραστές της εξουσίας και του κρατικού ταμείου

Η ανίερη συμμαχία των πολιτικών κομμάτων, των επαγγελματικών συντεχνιών και των τοπικών αρχόντων, δηλαδή των εραστών της εξουσίας και του κρατικού ταμείου, έχει υποστεί σοβαρές ρωγμές λόγω των καταστροφών που η ίδια έχει προκαλέσει. Εν τούτοις, όταν η παρούσα οικονομική ύφεση υποχωρήσει και η χώρα βρεθεί πάλι στον δρόμο της ανάπτυξης, είναι βέβαιο ότι η συμμαχία αυτή θα ανασυνταχθεί για να συνεχίσει εκ νέου την καταλήστευση του πλούτου που παράγουν οι έλληνες εργαζόμενοι. Προς αποφυγή τούτου, είναι αναγκαίο οι έντιμοι και φωτισμένοι πολιτικοί που έχουν γνώση της κατάστασης (και ασφαλώς υπάρχουν τέτοιοι πολιτικοί) να λάβουν μέτρα τώρα. Ιδού μερικά τέτοια μέτρα:

Η απομόνωση των τοπικών αρχόντων από τέτοιες συμμαχίες είναι σχετικά εύκολη. Αρκεί να προβλεφθεί ότι οι δήμοι θα λειτουργούν με ισοσκελισμένο προϋπολογισμό, χωρίς κρατικές ενισχύσεις και χωρίς εγγυημένα από το κράτος δάνεια. Η υποχρέωση εξίσωσης εσόδων- εξόδων σε ετήσια βάση θα καταστήσει εύκολη την αξιολόγηση του έργου των δημάρχων και θα αφυπνίσει τους δημότες ως προς τα καθήκοντα και τις υποχρεώσεις τους. Για παράδειγμα: δεν θα γεμίζει ο δημότης τον δρόμο με σκουπίδια αν ξέρει ότι ο ίδιος θα πληρώσει για την καθαριότητα.

Οι επαγγελματικές συνδικαλιστικές συντεχνίες εύκολα ξεδοντιάζονται αν ληφθούν ορισμένα απλά νομοθετικά μέτρα, όπως π.χ. η απαγόρευση συμμετοχής προέδρων, αντιπροέδρων και μελών του ΔΣ σε βουλευτικές και δημοτικές εκλογές αν δεν παρέλθει τετραετία από τη λήξη της θητείας τους. Επίσης, θετικό μέτρο θα είναι η απαγόρευση συμμετοχής τους σε διοικητικά συμβούλια των ΔΕΚΟ από τα οποία εισπράττουν σημαντικές αμοιβές. Επίσης πρέπει να αποκλεισθούν οι συνδικαλιστές από τα πειθαρχικά συμβούλια, όπου το μόνο που κάνουν είναι να ευνοούν τους ημετέρους ή να εκδικούνται τους αντιπάλους. Με τέτοια και άλλα παρόμοια μέτρα είναι πιθανόν ο συνδικαλισμός να αναδείξει ηγέτες που να ενδιαφέρονται για την καλυτέρευση της θέσης των εργαζομένων και για το καλό της χώρας.

Ακουγα τις προάλλες τα τραγούδια του Μίκη και σκεπτόμουν με πόσο ρομαντισμό, με τι πάθος ξεκινήσαμε ως κοινωνία να ξαναφτιάξουμε την ελληνική πολιτεία μετά την πτώση της χούντας το 1974. Ηταν μια στιγμή απελευθέρωσης απίστευτης ενέργειας και δύναμης. Κάτι πήγε, όμως, πολύ στραβά και σήμερα το πληρώνουμε ακριβά. Ποιος μπορούσε να φαντασθεί ότι το «δημοκρατικό πανεπιστήμιο» θα εξελισσόταν σε ένα καταφύγιο συνδικαλιστών, λεκτόρων - δημοσίων υπαλλήλων και ό,τι πιο μέτριου έβγαλε η περίφημη «γενιά του Πολυτεχνείου»; Μπορούσε κανείς να φαντασθεί ότι το άσυλο και η ψήφος των φοιτητών θα γίνονταν εργαλεία εκβιασμών και απειλών στα χέρια φοιτητοπατέρων και συμμοριών;

Ή μήπως σκέφθηκε κανείς πως το όραμα του σοσιαλισμού και του τρίτου δρόμου και δεν ξέρω τι άλλο θα εκφυλιζόταν σε ένα ιστορικό ΠΑΣΟΚ, όπου φυσικοί διάδοχοι και αντιπρόεδροι του Ανδρέα ήταν ο Μένιος Κουτσόγιωργας και ο Ακης Τσοχατζόπουλος; Κάτι πήγε πολύ στραβά... Οι πιο ριζοσπαστικές ιδέες έφεραν τα πιο άρρωστα φαινόμενα. Μασήσαμε, π. χ., για χρόνια την καραμέλα της αποκέντρωσης, η οποία στο τέλος άπλωσε σε όλες τις νομαρχίες και στους δήμους το φαινόμενο της διαφθοράς και έκανε το μπαξίσι μέσο αναδιανομής εισοδήματος. Καλές ιδέες, όπως το ΕΣΥ, διέλυσαν στο τέλος τα νοσοκομεία της χώρας γιατί κουμάντο έκαναν τα κομματόσκυλα του ΠΑΣΟΚ ή της Ν.Δ. και οι συνδικαλιστές και, προφανώς, όχι κάποιος μάνατζερ.

Να μιλήσουμε για την Αριστερά; Κάποτε εκπροσωπούσε o,τι πιο δυναμικό και ανοιχτόμυαλο στη χώρα. Τώρα, το μεν ΚΚΕ είναι το τελευταίο πραγματικά σταλινικό κόμμα της εποχής μας, ο δε ΣΥΡΙΖΑ εκπροσωπεί την άρνηση και ό,τι πιο ακραίο βρεθεί στον δρόμο του. Οσο για τον συνδικαλισμό, που δοξάστηκε σ’ εκείνα τα χρόνια μετά το 1974, μετατράπηκε σε ό,τι πιο γραφειοκρατικό, καθεστωτικό και ενίοτε διεφθαρμένο.

Ένας καλός συμβιβασμός

Θα μπορούσε να πει κανείς ότι τα ελληνικά συμφέροντα εξυπηρετήθηκαν με «4 στα 4» κατά τη διάρκεια της έκτακτης συνόδου κορυφής της ευρωζώνης: Και αγορά ομολόγων από το ESM και αύξηση των κεφαλαίων του EFSF και επιδότηση του επιτοκίου με 100 μονάδες βάσης (1%) και επιμήκυνση. Κοιτάζοντας όμως από πιο κοντά τις αποφάσεις μπορείς σε κάθε όψη του νομίσματος να «διαβάσεις» και εκείνη που δεν φαίνεται:

-Η αγορά ομολόγων θα γίνεται από το ταμείο του Λουξεμβούργου για έναν κυρίως λόγο, για να απαλλαγεί ο κ. Τρισέ και οι συνεργάτες του από αυτή την υποχρέωση με την οποία τους έχουν επιβαρύνει τα ζόμπι που αποκαλούνται «εμπορικές τράπεζες». Το ταμείο θα αγοράζει, λέει η απόφαση, απευθείας ομόλογα και όχι από τους επενδυτές. Δηλαδή αν θέλουν οι «επενδυτές» να σώσουν τις κυβερνήσεις τους, ας τα πουλήσουν στη δευτερογενή αγορά και ας εισπράξουν τις… απώλειές τους. Με την απόφασή αυτή ο χώρος για να «μανουβράρει» η ελληνική κυβέρνηση δεν γίνεται ευρύτερος αλλά στενότερος. Αυτό το «στράγγισμα» μπορεί να οδηγήσει σε μια επιδείνωση της κρίσης ρευστότητας των τραπεζών αλλά έτσι και αλλιώς οι τράπεζες πρέπει να «κλείσουν τις θέσεις τους» στην Φραγκφούρτη για να αντλήσουν τα χρήματα των κρατικών εγγυήσεων όπως απαιτεί το αναθεωρημένο μνημόνιο.
