Καθώς η Ελλάδα βρίσκεται στα πρόθυρα της χρεοκοπίας, οι συζητήσεις και σκέψεις για τον ΟΣΕ κινούνται σ’ ένα κόσμο φανταστικό, ανεπηρέαστο από την πραγματικότητα.
Διαβάζω: Νέο υπέρογκο δανεισμό συνολικού ύψους 1,4 δισ. ευρώ αναμένεται να συνάψει, εντός του 2010, ο OΣE - η πιο χρεωμένη ΔEKO της χώρας. O Οργανισμός, αν και έχει συσσωρευμένες υποχρεώσεις που ξεπερνούν τα 10 δισεκατομμύρια ευρώ και οι ετήσιες ζημίες του προσεγγίζουν τα 800 εκατομμύρια, αναγκάζεται να καταφύγει σε νέο δανεισμό για να καλύψει τις λειτουργικές του δαπάνες όσο και για να αποπληρώσει παλαιότερες δανειακές υποχρεώσεις.

For the past few months, the words “Europe” and “crisis” have been inseparable companions. First, there was the threat of sovereign debt crises across the European Union. Now there is the spectacle of the most famous footballing nations in Europe floundering at the World Cup: Italy unable to beat New Zealand, England held by Algeria, France humiliated by Mexico.
Beyond its immediate economic and sporting struggles, Europe is suffering from a deeper malaise. The modern EU has its origins in the Treaty of Rome of 1957. That means that the Union is now 53 years old – a classic age for a midlife crisis. And sure enough, the EU betrays every sign of a debilitating loss of a sense of purpose.

Το ευρώ ως δαμόκλειος σπάθη

Δέκα χρόνια συμπληρώνονται αυτό το Σαββατοκύριακο από την ημέρα που οι Ευρωπαίοι ηγέτες επικύρωσαν την απόφασή τους να ενταχθεί η Ελλάδα στο ενιαίο νόμισμα. Η ιστορική σημασία της 19ης Ιουνίου 2000 είναι τεράστια. Μόλις δέκα χρόνια νωρίτερα, τον Μάρτιο του 1990, ο Ζακ Ντελόρ είχε στείλει επιστολή στον Ξενοφώντα Ζολώτα, η οποία περιείχε μία πρωτοφανή και σοβαρότατη προειδοποίηση. Ο τότε πρόεδρος της Κομισιόν διεμήνυε στον υπηρεσιακό πρωθυπουργό ότι η οικονομική κατάσταση της Ελλάδας ήταν τέτοια που προκαλούσε σοβαρές ανησυχίες σε όλους τους Ευρωπαίους εταίρους της, αφού απειλούσε να εκτροχιάσει τις προσπάθειες της Ε. Ε. για τη δημιουργία ενιαίας αγοράς και ενιαίου νομίσματος. Επιπλέον, ο Ντελόρ σημείωνε ότι η Ελλάδα δεν τήρησε τις δεσμεύσεις της που απέρρεαν από τη συμφωνία διάσωσής της, το 1985. Οι παραλληλισμοί με το 2010 είναι κάτι παραπάνω από εμφανείς.
Η Ελλάδα μπήκε στο σύστημα του ευρώ με καθυστέρηση. Μέχρι τις 2 Μαΐου 1998, οι 11 από τις 15 (τότε) χώρες της Ε. Ε. πληρούσαν τα κριτήρια του Μάαστριχτ. Η Ελλάδα ήταν η μόνη που ήθελε να μπει στο ευρώ, αλλά δεν της επιτρεπόταν. Οι 11 λοιπόν πέρασαν στο «Στάδιο 3» της ΟΝΕ στις αρχές του 1999 και κλείδωσαν τις ισοτιμίες των νομισμάτων τους. Η Ελλάδα δεν έφτασε σε αυτό το στάδιο, παρά δύο χρόνια αργότερα. Παρ’ όλα αυτά, κατάφερε να θέσει σε κυκλοφορία το νέο νόμισμα την ίδια ημέρα με τους υπόλοιπους, την 1η Ιανουαρίου 2002.

Πριν από δέκα χρόνια, η Ελλάδα έμπαινε στην τρίτη χιλιετία με καλούς οιωνούς. Οχι με τους καλύτερους που θα μπορούσε –οι δομικές στρεβλώσεις της χώρας ήταν παντού ορατές– αλλά έπειτα από ένα μακροχρόνιο πρόγραμμα σταθεροποίησης της οικονομίας, στις 19 Ιουνίου του 2000, η χώρα γινόταν μέλος της ONE. Ηταν κάτι που πριν από το 2000 αποτελούσε για τους επαγγελματίες της απαισιοδοξίας ένα άπιαστο όνειρο και μετά μια λογιστική διαδικασία με αρκετά δημιουργικά στοιχεία.
Η αλήθεια είναι ότι η ένταξή μας στην ΟΝΕ ήταν κυρίως πολιτική επιλογή των εταίρων μας, η οποία όμως δεν ήταν οικονομικώς αστήρικτη. Η Ελλάδα αναπτυσσόταν με ταχύτατους ρυθμούς και προχωρούσε σε μεταρρυθμίσεις οι οποίες μέχρι τότε ήταν ιδεολογικώς ποινικοποιημένες, (ιδιωτικοποιήσεις, μετοχοποιήσεις, απελευθέρωση του τραπεζικού τομέα, αλλαγές στα εργασιακά κ.ά.) Αυτή η μεταρρυθμιστική πνοή εξαντλήθηκε στην αρχή της δεύτερης τετραετίας Σημίτη. Η σύγκρουση κυρίως του ΠΑΣΟΚ με την κυβέρνηση για το ασφαλιστικό απλώς σηματοδότησε το φρενάρισμα. Πολλοί θεωρούν ότι η κυβέρνηση τότε έκανε την επιλογή της κοινωνικής ειρήνης, παρά να διακινδυνεύσει τη διενέργεια των Ολυμπιακών Αγώνων, η προετοιμασία των οποίων ήταν στο βαθύ κόκκινο. Αλλά το φρενάρισμα δεν ήταν μόνο κυβερνητικό. Η κοινωνική δυναμική του εκσυγχρονισμού ήταν πλέον ξέπνοη.

Tα Mέσα Mαζικής Eνημέρωσης στη συντριπτική πλειοψηφία τους προσπαθούν με κάθε τρόπο να μας πείσουν ότι η χώρα καταστρέφεται. Αφού πρώτα δαιμονοποιούν όσα διαρθρωτικά μέτρα είναι υποχρεωμένη να φέρει προς ψήφιση η κυβέρνηση, σχεδόν όλοι συμφωνούν στα τηλεοπτικά πάνελ ότι το χρεοκοπημένο μοντέλο παραγωγής πολιτικής ήταν πολύ καλύτερο από αυτό που έχουμε μπροστά μας. Δεν το λένε έτσι, αλλά αυτό υπονοούν. Αν τις παλιές καλές ημέρες τα περνούσαμε καλύτερα, γιατί να μη συνεχίσουμε στο ίδιο τέμπο; Εντάξει, η εξωφρενική διαφθορά, οι μίζες, τα δωράκια, η αναξιοκρατία, οι προσλήψεις από το παράθυρο, τα νταηλίκια των συνδικαλιστών, το κομματικό κράτος ήταν λάθη που οπωσδήποτε θα διορθώσουμε. Μετά τον βομβαρδισμό με δυσοίωνες προβλέψεις, παραγγέλνουν δημοσκοπήσεις όπου τίθενται ερωτήματα του στυλ «Πώς κρίνετε την οικονομική κατάσταση της χώρας;». Είναι σαν να σας έχουν κλείσει σε ένα δωμάτιο, να σας γαζώνουν από το πρωί μέχρι το βράδυ με καταστροφολογικά σενάρια και λίγο πριν σας αφήσουν ελεύθερους, να σας ρωτήσουν: «Πώς βλέπετε τη ζωή σας τις επόμενες ημέρες;».
Και την επόμενη ημέρα, όταν έρχεται η ώρα της παρουσίασης των αποτελεσμάτων του γκάλοπ οι δημοσιογράφοι μένουν «άναυδοι» από το πόσο απογοητευμένοι και απαισιόδοξοι είναι οι Ελληνες πολίτες...

The struggling Greek economy is expected to see resumption of growth next year if the government's efforts to promote inward investments materialize, Louka Katseli, minister of economy, competitiveness and shipping, said Saturday.
"Exiting from this crisis can be done through [more] exports, trade and investment," Ms. Katseli said at a press conference during a visit to the World Expo in Shanghai.
She also said the country's austerity measures, which are aimed at cutting large budget deficits, have shown positive results.

A whispering war between German and Spanish officials has exacerbated the euro zone's debt crisis this month, keeping financial markets on edge and exposing deep frustrations in Berlin and Madrid.
European diplomats say the background to the leaks and counter-leaks lies in pressure from Germany -- Europe's economic powerhouse and main paymaster -- for Spain to take tougher austerity measures to cut its huge budget deficit.
The Germans seem to have fired the first shot, telling journalists in Berlin on condition of anonymity on June 7 -- the day the German coalition agreed on its own austerity package -- that Spain was on the brink of seeking a European Union bailout.

Georges Kalaras used to view with pride the sports hall built near his home here for the 2004 Olympic competition in rhythmic gymnastics and ping pong. Now, he gets mad every time he jogs by.
"Look, it's locked!" shouted the 38-year-old Mr. Kalaras, who works for the Athens city water company. Two stray dogs tangling with each other behind a padlocked metal fence accounted for the only activity in the complex, which seats 5,200 people.
Mr. Kalaras figured the steel and glass hall, costing taxpayers $62 million, would provide recreational space in his neighborhood. Officials envisioned concerts or shops.
Instead, when the Olympic torch went out after the Athens Summer Games six years ago, the doors closed here, as well as at many of the 30-odd other sites built or renovated for the Olympics that summer.

Drawing a line under Europe’s crisis

Financial crises feed on uncertainty. This essay warns that the longer the Eurozone crisis is allowed to linger, the greater will be the damage. But Europe can take concrete actions to bring it to an end. It should make bank stress tests public, provide more clarity on its special purpose vehicle, move forward with restructuring Greece’s debt, and support growth through quantitative easing.
Financial crises feed on uncertainty. The longer uncertainty is allowed to linger, the greater the damage to confidence and the more difficult it becomes to repair. It is essential therefore that European policymakers move decisively to draw a line under the crisis.
This will be easier said than done. The Greek, Portuguese, and Spanish governments are struggling to build a consensus for fiscal consolidation. Ireland shows that doing so is possible. But street demonstrations across Southern Europe are a reminder that replicating its success will not be easy. Political consensus for fiscal consolidation is not built in a day.
And if fiscal consolidation is hard, structural reform is harder. Fiscal consolidation means belt-tightening, but pension and labour market reforms cut to the heart of national social and economic models. The reform of models will be an ongoing process stretching over years. Modest down payments will add a fillip to confidence, but they will not draw a line under the crisis.
More challenging still is the reform of EU institutions, since not just one but 27 national polities have to agree. To avoid similar crises in the future, Europe will have to build out the institutions of its monetary union. It will have to create a proper emergency financing mechanism – no more emergency meetings at 2 o'clock in the morning, and no more special purpose vehicles to finesse awkward statutory provisions. It will have to create institutions of fiscal coinsurance to provide temporary transfers to countries with strong policies but transitory budgetary problems.

Ποιος φταίει για την οικονομική κρίση; Φταίνε τα σκάνδαλα, οι μίζες, τα φακελάκια, οι δημόσιοι υπάλληλοι, οι φοροφυγάδες, τα καγιέν, η Μύκονος, η γκλαμουριά, η τηλεόραση, η έκπτωση των αξιών, ο Άκης, ο Καραμανλής, όλα ξεκίνησαν από τον Αντρέα, από τη μεταπολίτευση, από την οθωμανική σκλαβιά; Αυτή η συζήτηση, νομίζω, αρχίζει να γίνεται όχι μόνο αντιπαραγωγική, αλλά και αποπροσανατολιστική.
Την περίοδο 2004-09 αυξήθηκαν οι καταναλωτικές δαπάνες του δημοσίου κατά 75%. Οι μισθολογικές δαπάνες σχεδόν διπλασιάστηκαν, από 13 δις έφτασαν τα 22 ετησίως. Μόνο την τριετία 2006-2009 οι δημόσιες δαπάνες αυξήθηκαν κατά 34 δις, όσα δηλαδή μας λείπουν. Τελεία. Μην το ψάχνουμε άλλο. Τώρα να δούμε τι κάνουμε. Γιατί τώρα έχουμε ένα πολύ σοβαρό πρόβλημα, όχι μόνο να πληρώσουμε τα χρέη αλλά να βρούμε τον τρόπο να μη δημιουργούμε συνεχώς καινούργια.

Ποιος φταίει για την οικονομική κρίση; Φταίνε τα σκάνδαλα, οι μίζες, τα φακελάκια, οι δημόσιοι υπάλληλοι, οι φοροφυγάδες, τα καγιέν, η Μύκονος, η γκλαμουριά, η τηλεόραση, η έκπτωση των αξιών, ο Άκης, ο Καραμανλής, όλα ξεκίνησαν από τον Αντρέα, από τη μεταπολίτευση, από την οθωμανική σκλαβιά; Αυτή η συζήτηση, νομίζω, αρχίζει να γίνεται όχι μόνο αντιπαραγωγική, αλλά και αποπροσανατολιστική.
Την περίοδο 2004-09 αυξήθηκαν οι καταναλωτικές δαπάνες του δημοσίου κατά 75%. Οι μισθολογικές δαπάνες σχεδόν διπλασιάστηκαν, από 13 δις έφτασαν τα 22 ετησίως. Μόνο την τριετία 2006-2009 οι δημόσιες δαπάνες αυξήθηκαν κατά 34 δις, όσα δηλαδή μας λείπουν. Τελεία. Μην το ψάχνουμε άλλο. Τώρα να δούμε τι κάνουμε. Γιατί τώρα έχουμε ένα πολύ σοβαρό πρόβλημα, όχι μόνο να πληρώσουμε τα χρέη αλλά να βρούμε τον τρόπο να μη δημιουργούμε συνεχώς καινούργια.

Moody's Investors Service on Monday slashed Greece's credit rating to junk status as a delegation from the International Monetary Fund and the European Union started an interim review of the country's efforts to pull itself out of a major debt crisis.
A Moody's statement said it was cutting Greece's government bond ratings by four notches, to Ba1 from A3, with a stable outlook for the next 12 to 18 months. It was the second of the three major agencies to accord Greek bonds junk status since Standard & Poor's did the same in late April.
The downgrades reflects concern that the country could fail to meet its obligations to cut its deficit and pay down its debt.

Το κλίμα των ημερών ευνοεί την υπέρμετρη απαισιοδοξία. Η αδυναμία, όμως, διάκρισης των ξερών από τα χλωρά, είναι τόσο αδικαιολόγητη όσο και επικίνδυνη. Είναι, επομένως, ανάγκη να προσεγγίσουμε ορισμένες πτυχές της κοινωνικής μας ζωής με μεγαλύτερη ψυχραιμία.
Το μεγάλο πάρτι της μεταπολίτευσης, με την κάθε οργανωμένη ομάδα να εκβιάζει το κράτος επιτυγχάνοντας και την αντίστοιχη απόδοση προνομίων, τελείωσε. Τι ακολουθεί όμως; Μια πιθανότητα είναι οι οργανωμένες ομάδες να αυξήσουν ακόμα περισσότερο τη διεκδικητικότητά τους, για να διατηρήσουν τη μερίδα τους από τη μικρότερη πίτα που θα προκύψει. Μια άλλη πιθανότητα είναι η εγκατάλειψη των πρακτικών διεκδίκησης που κυριάρχησαν τις τελευταίες δεκαετίες και η γενική αναπροσαρμογή της συμπεριφοράς των ανθρώπων. Θεωρώ το δεύτερο σενάριο πιθανότερο από το πρώτο.
Η εκτίμησή μου προκύπτει από τρεις παρατηρήσεις για τον ρόλο των θεσμών εν γένει, τη μορφή του διεκδικητισμού και τις στρατηγικές του ελληνικού μικροαστισμού.

Η συζήτηση για τη μεγάλη στροφή που παίρνει η Ελλάδα, αυτό που κάποιοι αποκαλούν ήδη «Τέλος της Μεταπολίτευσης», διαθέτει έναν ασφαλή οδηγό. Tο Μνημόνιο Συνεννόησης μεταξύ της ελληνικής κυβέρνησης και της Ευρωπαϊκής Ενωσης με «κουμπάρο» το Διεθνές Νομισματικό Ταμείο. Μπορεί να μας ταλαιπώρησε ο Γιώργος Παπανδρέου μέχρι να καταλήξει στη σημαντική αυτή στροφή της πολιτικής που είχε διατυπώσει στη διάρκεια της εκλογικής του επιτυχίας, αλλά, τουλάχιστον τώρα, έχουμε τα σημάδια στον δρόμο που θα ακολουθήσουμε για να βγούμε, με ασφάλεια, από τη μεγάλη κρίση των ελληνικών ομολόγων. Ομως, δεν διαθέτει πρόγραμμα.
Αν δεν υπάρχει πρόγραμμα, είναι γιατί αυτό είναι δουλειά των κομμάτων. Τα οποία, δυστυχώς, πολιτεύονται συστηματικά, χωρίς πρόγραμμα. Ρεαλιστικό και διακυβέρνησης, εννοείται. Από την άκρα Δεξιά μέχρι την άκρα Αριστερά, θεωρούν απλώς ότι πολιτική είναι ο έλεγχος του κράτους. Στην κομμουνιστική Αριστερά παραπαίουν μεταξύ δικτατορίας και πραξικοπήματος. Στη δημοκοπική Δεξιά υπάρχουν ως κομπάρσοι των τηλεπαραθύρων, χωρίς θέσεις, αλλά γεμάτοι πονηρές «ιδέες». Η ευρωπαϊστική Αριστερά, ακόμη και μετά τον ειλικρινή βηματισμό «των 4», παραδέρνει μεταξύ μεταρρύθμισης και ιδεολογικού φέις-κοντρόλ. Ο Αντώνης Σαμαράς κρύβει τα πιστεύω του, κλείνει το μάτι στον «δεξιό» ψηφοφόρο και τελικώς επαναλαμβάνει τα λάθη της προεδρίας Αβέρωφ απέναντι στο πρώτο ΠΑΣΟΚ του Ανδρέα, αυτός τώρα απέναντι στον συμφοιτητή του Γιώργο. Αποτέλεσμα: Παραδέρνουμε, έτσι! Χωρίς πρόγραμμα.

Τα πανεπιστήμια έχουν εκτοπιστεί τους τελευταίους μήνες από τα πρωτοσέλιδα της επικαιρότητας. Το δράμα που παράγουν δεν μπορεί να συναγωνιστεί την οικονομική κρίση. Η απουσία ειδήσεων είναι καταρχήν καλή είδηση: πράγματι, τελευταία τα κτίρια δεν καίγονται, οι Σχολές δεν τελούν υπό επαναστατική κατάληψη, οι καθηγητές δεν χτίζονται μέσα στα γραφεία τους. Ως εκεί πάμε καλά. Επίσης, από πέρυσι οι Ελληνες πανεπιστημιακοί έχουν εκλέξει ως συνδικαλιστικούς εκπροσώπους μια νέα σοβαρή ΠΟΣΔΕΠ που δεν τους κάνει να ντρέπονται.
Όμως, πίσω από τη φαινομενική ησυχία, η κανονικότητα του δημόσιου πανεπιστημίου παραμένει βαθιά προβληματική. Τίποτα δεν έχει αλλάξει σ’ ένα σύστημα που αποδεδειγμένα ισορροπεί μόνο όποτε απουσιάζει οποιαδήποτε προσπάθεια αλλαγής του. Πρόσφατα ολοκληρώθηκαν οι πρυτανικές εκλογές σε αρκετά ΑΕΙ, με το νέο σύστημα καθολικής συμμετοχής των φοιτητών. Το συμπέρασμα που προκύπτει είναι διπλό: οι φοιτητές δεν ενδιαφέρονται να ασκήσουν το εκλογικό τους δικαίωμα και η βία καλά κρατεί. Πολύ χαμηλό ποσοστό φοιτητών προσήλθε για να ψηφίσει. Στο Αριστοτέλειο, επί συνόλου 81.000 ψήφισαν 6.000. Επίσης, χαμηλή ήταν η φοιτητική συμμετοχή στο Πανεπιστήμιο Αθηνών, όπου τις εκλογές διάνθισαν οι παραδοσιακές αρπαγές καλπών και απειλές με λοστούς. Στη μεγάλη πλειονότητα, η συμμετοχή των φοιτητών συνιστούσε κινητοποίηση κομματικών στρατών και πελατειακών ψηφοφόρων. Στο Πολυτεχνείο, άγριο ξύλο από αριστεριστές εμπόδισε τους φοιτητές να ψηφίσουν και το πρυτανικό σχήμα εξελέγη χάρη στη συντονισμένη ψήφο των διοικητικών υπαλλήλων.

The largest-circulation daily paper in Greece, Ta Nea, recently did away with its restaurant reviews, which had been assiduously written week after week for almost 20 years by this professional diner. Athenians are feeling the crisis acutely -- and many have lost their appetite for spending on what, until recently, was a favorite pastime: eating out (in largely overpriced restaurants).
It occurred to me upon hearing the news that I, like the rest of the country, would be going on a much-needed diet and that the Athens food scene has reflected Greek society and its changes over the past two decades.

The paper examines the causes, consequences, and potential cures of the large current account deficits in the Southern Euro Area (SEA). These were mostly driven by a decline in private saving rates. But it was the European Monetary Union and the Euro, which enabled these countries to maintain investment rates, and thus run larger current account deficits, by improving their access to the international pool of saving. The paper finds that the deficits in SEA in 2008 were larger than can be explained by fundamentals, though the situation varies substantially across countries. It also finds that although the global financial crisis has started to force some unwinding, the current account deficits are expected to remain high in the medium run, though again with substantial variation across countries. The paper argues these large external deficits pose risks to the economy and therefore matter, even in a currency union, and discusses some policy options to reduce them.

In the past few months, the number of Greeks enquiring about positions abroad, attending job fairs from foreign employers, or simply packing up and leaving, has increased. And many experts say the flow may soon turn into a flood as the harsh reality of the recession bites and unemployment continues to rise.
Greece, traditionally one of Europe's poorest countries, is no stranger to emigration. In the early part of the 20th century, hundreds of thousands of Greeks left for the U.S. and other countries in search of work. More recently, the 1950s and 1960s saw another wave of Greeks heading for opportunities in Germany, Australia, Canada and, again, the U.S.

While fears of a double-dip recession precipitated by the European debt crisis recently have haunted Wall Street, the crisis actually appears to be boosting the U.S. economy by spurring dramatic drops in oil prices and interest rates that are helpful for struggling consumers.
A few analysts are attributing weak job growth last month in part to hesitation by employers concerned about the overseas debt crisis, but most economists echo the views of Federal Reserve Chairman Ben S. Bernanke, who testified Wednesday that he expects the economy to muddle through without a major hit from the troubles abroad.
"Odds of a double dip are remote; faster growth is likely," said Richard Berner, chief U.S. economist at Morgan Stanley.
