A Fragile Euro System Still Needs a Genuine Banking Union

As recently as a couple of weeks ago, it seemed that Europe’s governments had reached agreement on the need for a banking union. This consensus, if it ever existed, is unraveling, and that’s dangerous.

When Mario Draghi, president of the European Central Bank, announced his plan for a big, new euro-zone bond-buying program this month, he rightly linked it to progress in building new European institutions. Banking union belongs at the top of the list.

The logic is simple. The euro area has a deeply integrated financial system. It lacks a single bank regulator, a common resolution agency for distressed banks and a deposit insurance system that spans the currency zone. That’s what “banking union” means.

At least, that’s what we thought it meant. Recently the European Commission, the European Union’s executive arm, published its bank-regulation plan. It would give the ECB new supervisory powers over the euro area’s 6,000 banks, which is good. The other two elements of a banking union -- a single system of bank resolution and an area-wide deposit insurance system -- have apparently been set aside. Not so good.

Draghi is devil in Weidmann’s euro drama

Whatever you need to know about Germany, you will probably find it somewhere in Goethe’s Faust. But it is rare that wisdom is found in part two of the tragedy, one of the most revered and least read books in all of German literature. Someone who managed to dig up something truly remarkable from it was Jens Weidmann. The president of the Bundesbank cited Mephisto’s advice to the Emperor, quoted above, that the simple solution to a lack of money is to print it.

Mephisto’s speech encapsulates Germany’s ultimate nightmare about fiat money and about monetary union. It was clear from the context and the timing of the speech that Mr Weidmann would cast Mario Draghi in the role of modern-day Mephisto, though, obviously, he did not say so explicitly. Mr Weidmann’s remarks concluded one of the most extraordinary two-week periods in the history of central banking. We are on the cusp of an important new development, one the Bundesbank abhors. The US Federal Reserve has adopted a new programme of quantitative easing and has become much more determined in guiding future expectations. The European Central Bank, which Mr Draghi heads, has announced an unlimited – though conditional – programme of bond purchases; a programme that jars with everything the Bundesbank stands for and believes in.

Beyond these concrete actions, there is now a debate in the academic community about what could take us beyond hell – at least from the perspective of Faust and Mr Weidmann.

Η ελληνικότητα είναι αίσθημα ή συνείδηση;

Και τα δύο - πολλοί Ελληνες εμπνέονται από τον αρχαιοελληνικό πολιτισμό, το Βυζάντιο και το χριστιανισμό. Οταν οι Ελληνες κατάφεραν τη σύνθεση αισθήματος και συνείδησης, μεγαλούργησαν.

Πώς φτάνει σ’ εσάς η κρίση της Ελλάδας;

Με εικόνες όπως αυτές πολιτών που, χωρίς διασυνδέσεις και χρήματα, στέκονται στην ουρά όχι μόνο στις δημόσιες υπηρεσίες, αλλά και όταν χρειάζεται να χειρουργηθούν άμεσα! Ή με κουκουλοφόρους να καίνε και να σπάνε την Αθήνα. Η κρίση είναι οικονομική, κοινωνική, πολιτική, είναι κρίση ασφάλειας και διαφθοράς, είναι κρίση εθνική - η Ελλάδα έχει έναν επιθετικό γείτονα και ανεπίτρεπτο αριθμό παράνομων μεταναστών. Η σημερινή γενιά έφαγε όλα τα χρήματα της εποχής της, καθώς και τα χρήματα των παιδιών της - χρεοκόπησε τη χώρα. Το κράτος έχασε τεράστιες ευκαιρίες και πλούτο που θα παρείχε η ένταξη στο ευρώ, ενώ η φοροδιαφυγή, οι μίζες στις κρατικές προμήθειες, η διαφθορά που έφτασε στο μεδούλι της ελληνικής κοινωνίας, οι θεσμοθετημένοι περιορισμοί του ανταγωνισμού από τις κλειστές συντεχνίες είναι οι κυριότερες αιτίες της παρούσας κατάστασης. Στη μέση αυτής της βαθιάς κρίσης, το πολιτικό σύστημα δεν ανανεώθηκε και η μόνη καινούργια πολιτική δύναμη είναι η Χρυσή Αυγή, με όλα τα τραγικά που αυτό συνεπάγεται. Το πρόβλημα, λοιπόν, σε αυτές τις κρίσιμες στιγμές είναι η αδράνεια. Η κρίση δημιουργεί την αναγκαιότητα για ριζικές αλλαγές. Η Ελλάδα έχει τις δυνατότητες να γίνει μοντέρνα και ανταγωνιστική.

Ποιος φταίει;

Πρώτα οι πολιτικοί ηγέτες, γιατί αυτοί καθορίζουν την ατζέντα. Μαζί, οι διαπλεκόμενοι κρατικοδίαιτοι, που ξεζουμίζουν το κράτος για δεκαετίες, οι επαγγελματίες συνδικαλιστές, οι ανεξέλεγκτοι διορισμοί χιλιάδων δημόσιων υπαλλήλων, η νοοτροπία να ζούμε με δανεικά.

Φόρο εισοδήματος 8 δισ. καταβάλλουν φέτος μισθωτοί, συνταξιούχοι

Δήλωσαν περισσότερα από 70 δισ. ευρώ, ενώ οι ελεύθεροι επαγγελματίες μόλις 3,5 δισ. ευρώ.


Περισσότερα από 70 δισ. ευρώ δήλωσαν φέτος οι μισθωτοί και οι συνταξιούχοι, ενώ την ίδια στιγμή οι ελεύθεροι επαγγελματίες δήλωσαν εισοδήματα που προσεγγίζουν τα 3,5 δισ. ευρώ. Τα στοιχεία αυτά προκύπτουν από την ανάλυση των στατιστικών δεδομένων των φορολογικών δηλώσεων που υποβλήθηκαν το 2012 και αφορούν στα εισοδήματα που αποκτήθηκαν το 2011.

Αποκαλυπτικό της επιβάρυνσης που έχουν δεχθεί τα τελευταία χρόνια οι μισθωτοί και οι συνταξιούχοι είναι η εκτίναξη του συνολικού φόρου που καλούνται να καταβάλουν φέτος και μάλιστα για μικρότερα εισοδήματα. Σύμφωνα με τα στοιχεία, ο φόρος των μισθωτών και των συνταξιούχων ανέρχεται στα 8 δισ. ευρώ, όταν ο συνολικός φόρος όλων των φυσικών προσώπων, δηλαδή μισθωτών, συνταξιούχων, ελεύθερων επαγγελματιών, εισοδηματιών, αγροτών κ.ά., το 2010 (εισοδήματα 2009) ήταν 9 δισ. ευρώ. Για το 2012 το υπουργείο Οικονομικών έχει υπολογίσει να εισπράξει συνολικά από τα φυσικά πρόσωπα περί τα 11 δισ. ευρώ. Δηλαδή το 72% του φόρου εισοδήματος των φυσικών προσώπων καταβάλλουν μισθωτοί και συνταξιούχοι, ενώ οι υπόλοιπες κατηγορίες επαγγελμάτων συμβάλλουν στον κρατικό προϋπολογισμό με 3 δισ. ευρώ.

Τα 4,8 εκατομμύρια μισθωτοί και συνταξιούχοι από τις μισθωτές υπηρεσίες δήλωσαν εισοδήματα ύψους 65 δισ. ευρώ, ενώ ακόμα 5 δισ. ευρώ αφoρούν σε εισοδήματα που προέρχονται από ελευθέρια επαγγέλματα, αγροτικά εισοδήματα, ενοίκια από ακίνητα κ.λπ.

Όπως προκύπτει από τα στοιχεία που αποκαλύπτει σήμερα η «Κ», εισοδήματα έως 5.000 ευρώ δήλωσαν 737.468 μισθωτοί και συνταξιούχοι. Ο φόρος που πλήρωσαν ανήλθε στα 119,4 εκατ. ευρώ (έχουν εισοδήματα και από άλλες πηγές).

IMF: Lack of Competition Hurts Greek Fuel Market

Lack of competition in Greece's oil-refining industry is costing consumers here more than $1 billion a year, according to a draft internal report by the International Monetary Fund, in an indication of the deep structural problems that many economists believe are hobbling Greece's chances of recovering its footing.

Despite five years of recession, soaring unemployment and repeated efforts to open up its highly regulated economy, prices in Greece remain stubbornly high—a major obstacle to restoring its lost competitiveness and growth. One reason, according to the IMF and other analysts, is a combination of dominant companies and excessive regulation that stifles competitors. Efforts to liberalize dozens of sectors, including legal services and cruise shipping, have made only modest headway.

IMF officials are part of a troika of international inspectors monitoring Athens's overhauls as part of the country's latest €173 billion ($225 billion) bailout deal. The internal report, prepared by the IMF's on-the-ground team in Athens, details a thicket of bureaucratic red tape and lapses in law enforcement that it says allow big players to dominate the markets for gas, diesel and heating oil, damaging the economy.

Δεν τελείωσε το παιχνίδι;

Συμπληρώνονται σε λίγο τρία χρόνια από εκείνο το απόγευμα στις Βρυξέλλες, όταν ένας θυμωμένος Γιούνκερ διατύπωνε τον μοιραίο χρησμό: «The game is over».

Είχαν περάσει λίγες μόνον ημέρες από τις εκλογές του 2009 - τις τελευταίες εκλογές του «ancien regime», του παλαιού καθεστώτος. Και ο νέος υπουργός Οικονομικών είχε μόλις ανακοινώσει στους ευρωπαίους συναδέλφους του ότι το ελληνικό δημόσιο έλλειμμα για το 2009 θα ήταν τριπλάσιο του προϋπολογισθέντος. Υπενθυμίζω τα βασικά μεγέθη: το 2009 το ελληνικό Δημόσιο είχε δαπάνες που ισούνταν με το 53,2% του ΑΕΠ και έσοδα ίσα με το 37,8% του ΑΕΠ. Μόνον. Η διαφορά ανάμεσα στα έσοδα και στα έξοδα του ελληνικού Δημοσίου μετρήθηκε, τελικά, από τη Εurostat στα 36,2 δισ. ευρώ.

Δεν είμαι σίγουρος τι ακριβώς εννοούσε ο Γιούνκερ με εκείνο το «game over» του. Είμαι σίγουρος, όμως, ότι για το ελληνικό πολιτικό σύστημα ακόμη και σήμερα το παιχνίδι δεν τελείωσε. Και δυσκολεύεται να αλλάξει. Οπως συνήθως συμβαίνει στις μεταβατικές εποχές, οι ιδέες, οι άνθρωποι και οι συνήθειες της παλιάς εποχής επιβιώνουν στην αρχή της νέας - παρότι οι εκλογές του περασμένου Ιουνίου άλλαξαν εκ θεμελίων τη διάταξη και τους συσχετισμούς και υποχρέωσαν, για πρώτη φορά από το 1952, σε σχηματισμό συμμαχικής κυβέρνησης.

Το αποτέλεσμα αυτής της ατελούς μετάβασης αποτυπώνεται και σε νούμερα: έπειτα από μία τριετία δημοσιονομικής προσαρμογής, η Ελλάδα θα έχει λάβει μέτρα ύψους 60 δισ. (έχοντας χάσει το ένα τέταρτο του προ κρίσης εισοδήματός της) για να αντιμετωπίσει εκείνο το αρχικό έλλειμμα των 36 δισ. και της μένει ακόμη έλλειμμα κοντά στο 7% του ΑΕΠ.

Σκέφτομαι, λοιπόν: Τι θα είχε συμβεί αν ο χρησμός Γιούνκερ είχε μεταφραστεί στα ελληνικά και είχε ενοφθαλμιστεί στην ελληνική πολιτική χλωρίδα;

Και έλλειμμα και ύφεση;

Eίναι απολύτως προφανές πως όταν μειώνεις τις δαπάνες του κράτους, θα μειωθεί η ζήτηση. Ιδιαίτερα στην ελληνική περίπτωση, όπου το 80% των κρατικών εξόδων μετατρέπεται σε μισθούς, συντάξεις, εισοδήματα τρίτων, και επιδόματα. Οταν όμως έχεις ελλείμματα, η περικοπή της δαπάνης είναι προσφορότερος τρόπος, από την αύξηση του φόρου.

Και όμως, επιμόνως ζητείται το αντίστροφο. Λένε, κατά πλειοψηφία οι μικροί και μεσαίοι επιχειρηματίες, αλλά και κάποιοι από τους μεγαλύτερους, σύμπας ο νέος συνασπισμός «Τσίπας - Καμένος - Μιχαλολιάκος», πολλοί κήρυκες - οικονομολογούντες και σχεδόν όλοι οι περισπούδαστοι των τηλεπαραθύρων: «Οσο μειώνεται η κρατική δαπάνη, τόσο βαθαίνουμε στην ύφεση, τόσο μειώνονται τα κρατικά έσοδα και τελικώς διευρύνεται η κρίση».

Στον συλλογισμό αυτό υπάρχουν αυτονοήτως στοιχεία ορθής σκέψης. Λανθασμένο είναι το συμπέρασμα ως προς τις επιλογές που πρέπει να κάνει η οικονομική πολιτική. Εξάλλου τα πράγματα δεν είναι τόσο «απλά». Αν ήταν, δεν θα υπήρχε καμία λογική εξήγηση γιατί η οικονομία «πάτωσε», το 2009, όταν το κράτος ανέλαβε τον κίνδυνο να μεγαλώσει τρομακτικά το έλλειμμά του.

Ο συλλογισμός δεν ευσταθεί ούτε για το προηγούμενο, ούτε για το επόμενο έτος. Συγκεκριμένα, το ΑΕΠ έχασε στα τρία αυτά χρόνια το 7,5% από το μέγεθος στο οποίο είχε φθάσει το 2007 και στις αρχές του 2008. Επομένως, το έλλειμμα δεν φέρνει, υποχρεωτικώς, την ανάκαμψη. Από σύμπτωση μάλιστα, το έλλειμμα με το οποίο επιδιώκεται να κλείσει το 2012 είναι περίπου το ίδιο με εκείνο που είχαμε το 2007.

Greece's economic woes get more taxing

With its whitewashed walls and brightly blooming bougainvillea, Hydra hardly conjures up scenes of confrontation, and certainly not the revolutionary spirit of the Boston Tea Party.

Yet not too long ago, a spontaneous exercise of civil disobedience reminiscent of that by enraged Bostonians, ripped through the harbor of this jagged Greek island, laying claim to anti-tax and libertarian principles and awakening a recession-weary public to an autumn of anger.

In late August, a team of newly recruited tax marshals — three men and two women — moved to arrest the 54-year-old owner of Hydra's iconic tavern Psaropoula.

At the time of their inspection, about 10 tables being served lacked receipts for platters of grilled octopus, salads and tzatziki dip, the officials said. The owner, Toula Mavromati, was told she would be arrested and sent to a same-day trial on charges of tax evasion.

"My blood pressure shot up," Mavromati recalled. "The customers were still eating. There was no way the bill could have been tallied yet. 'Enough!' I told them. I had just paid 5,985 euros in sales tax the previous month.

"I wasn't about to be brought in for some mezes and tzatziki," she said. "I resisted arrest, refused the charges and then, overwhelmed by what was happening, I collapsed."

As word of the incident spread, hundreds of Hydra's 1,500 residents swarmed the harbor to protest. Some hurled water bottles and projectiles; other hissed at the tax inspectors.

Eventually, clusters of the crowd broke off, marching in two directions. Women flocked to support Mavromati, who had been hospitalized under police surveillance. And a mob made up mainly of fishermen launched an assault on police who had taken Mavromati's younger son, Elias, 27, into custody in place of his mother because he works as the restaurant's manager.

Pandemonium ensued. Grainy clips of the confrontation went viral on the Internet.

By nightfall, residents had cut off water and electrical supplies at the police station. Reinforcements of riot police were called in the next morning to crush the budding revolt.

Προϋποθέσεις μεταρρύθμισης

Σύμφωνα με τα στοιχεία που παραθέτει το εβδομαδιαίο δελτίο της Alpha Bank oι εργαζόμενοι στο δημόσιο μειώθηκαν από 1.005.000 το 2009 σε 858.000 το 2012 σημειώνοντας μια μικρή αύξηση μόνο στο χώρο της Υγείας.

Το προσωπικό του δημοσίου έχει μειωθεί στα επίπεδα της δεκαετίας του 90 και οι νέες οριζόντιες περικοπές ενδέχεται να οδηγήσουν σε φυγή από το δημόσιο και των όσων ικανών (σσ. είναι αρκετοί) ανθρώπων έχουν απομείνει.
Είναι πλέον προφανές, επισημαίνει η Τράπεζα, ότι δεν μπορεί να υπάρξει διοικητική μεταρρύθμιση με αξιοκρατία και αποτελεσματικότητα χωρίς να μειωθεί το μέγεθος του δημόσιου τομέα έτσι ώστε να γίνουν προσλήψεις και νέων υπαλλήλων με νέο καθεστώς υπηρεσιακής εξέλιξης και αμοιβών.
Η θέση της τράπεζας ωστόσο δεν είναι ότι πρέπει να αποφευχθούν απολύσεις στο δημόσιο. Ίσα-ισα υπογραμμίζει ότι η άρνηση των απολύσεων από το δημόσιο εκτός από τους πελάτες των κομμάτων της κυβέρνησης και της αντιπολίτευσης εξασφαλίζει απλά την πλήρη ακινησία του τέρατος που οδήγησε τη χώρα μαζί με άλλα στη χρεωκοπία.

Misdiagnosing the Eurozone crisis: Perspectives from Asia

The Asian financial crisis of the late 1990s shows what can happen when economists misdiagnose a crisis. This column argues the Eurozone crisis may have been made worse by over-simplifying it as a debt crisis. The author suggests that the large institutional changes now afoot – the shift from Eurozone I to Eurozone II – are finally addressing the root causes, but they may be too little too late.


Given the raft of gloomy economic data, it is hardly appropriate to be optimistic about the prospects for the sustainability of the monetary union in Europe. But in one key area some progress is being made. The root causes of the crisis have been identified and actions are being taken to address them. This week, on 12 September 2012, a little-known German constitutional court took a huge decision and cleared the country’s participation in a new bailout fund. About a week ago, the ECB reversed an earlier decision and announced that it would serve as a lender of last resort in government bond markets.

Lesson to Europe from Asia

An important lesson to Europe from of the Asian financial crisis of 1997/1998 is that in managing a crisis it is critically important to distinguish between the symptoms/triggers and the root causes, and to focus on the latter rather than the former. Otherwise the patient may be given the wrong medicine, which could worsen the disease.

In contrast to the Latin America debt crisis, the Asian crisis had little to with unsustainably large government borrowing and current-account deficits. Several countries (e.g., Thailand and Malaysia) had relatively large current-account deficits, but these were because of large amounts of short-term capital coming into these countries. The root cause of the Asian crisis was the weaknesses of domestic banking sectors, which had recently been liberalised and encouraged to borrow from abroad. In such a crisis, the appropriate remedy would have been to inject liquidity in the economy through easier monetary and financial policies – exactly the opposite of what the IMF did, at least initially.

Europe's Sovereign Debt Problem Is Not Over Til It's Over

Even before the current Greek PSI, everyone knew that Greece would need massive debt relief. Before the recent Greek haircut, total Greek debt was about 380 billion euros. After about 100 billion euros in sovereign debt write-downs, current Greek debt today stands at around 300 billion euros. For a 200 billion euro economy (if not less), Greece's Debt/GDP ratio is still at 150%. Under no circumstances is Greece's debt sustainable.

Yesterday, as reported by Reuters, the CEO of Commerzbank (CRZBF.PK) said Greece needed another haircut. This is no surprise to many, including myself. I was calling for about 200 billion euros in Greek debt relief months before the latest haircut took place, in order for Greece to have a chance to be solvent.

Please recall that I am of the opinion that Greece will not leave or be kicked out of the eurozone. I am still of this opinion, for there are no alternatives. Even if means many more Greek haircuts and even if eventually Europe has to conceive some kind of a Marshall plan for Greece, it is preferable on a cost benefit analysis basis to keep Greece in the eurozone. However, even if Europe does indeed solve the Greek problem and soon, there are still many issues ahead.

Lenders Reportedly Consider New Greek Haircut

Greece is scrambling to get its finances is in order, but the country's efforts may still be insufficient. Many argue Athens will need another debt haircut in order to ease its financial burdens. A German newspaper is reporting that lenders are already considering a second debt-relief program for the ailing euro-zone country.


In order to restore the country's debt sustainability, Greece's lenders are reportedly considering further relief in the form of a partial debt haircut for the crisis-wracked country, the Financial Times Deutschland reported on Friday.

Citing unnamed "euro-zone sources," the paper said the focus was on bilateral loans from the currency union's first bailout program for the country, the nearly €53-billion ($69 billion) Greek Loan Facility, which ran from May 2010 to the end of 2011. "There is a discussion," a high-level official told the paper.

Martin Blessing, chairman of Germany's second-largest bank, Commerzbank, has also said a second debt haircut is likely. "In the end we will see another debt haircut for Greece, in which all creditors will take part," he said on Thursday in Frankfurt.

This could be part of a new solution being arranged behind closed doors, according to the Financial Times Deutschland. Currently, new economization efforts are being discussed by Athens and the troika, comprised of representatives of the European Commission, the ECB and the International Monetary Fund and charged with monitoring reform programs agreed to by the country in exchange for its bailouts. The group is expected to present its next report on the country's financial situation in early October.

For the Euro, a Costly Shelter From the Storm

In a bricks-and-mortar declaration that the euro is here to stay and that the European Central Bank is its headquarters, the bank marked a milestone Thursday with a ceremony for its imposing new office towers.

In effect, the new building sets in concrete — and lots of steel and glass — the declaration this month by Mario Draghi, the bank’s president, that “the euro is irreversible.”

But in an embarrassing disclosure for an institution that has preached austerity to countries like Greece and Spain, the central bank said it had encountered a little spending problem. Increases in the cost of materials and unexpected construction problems will add as much as 350 million euros ($450 million) to the original estimated price tag of 850 million euros. That would make it a 1.2 billion euro building.

“There have been a number of unforeseen challenges that needed to be dealt with,” Jörg Asmussen, a member of the central bank’s executive board, said at a reception to observe the completion of the structural frame.

Fight Looms on Greek Bailout

A confrontation is brewing among Greece's international creditors over who will provide the financing needed to keep the country afloat.

A report by international inspectors, due in October, will state how big the funding shortfall is in Greece's bailout program, but European officials say the deficit is far too big for Greece to close on its own.

That means the International Monetary Fund, the European Central Bank, and euro-zone governments such as Germany will have to negotiate over which of them will make painful concessions to ease Greece's debt-service burden. That is intended to avoid a Greek bankruptcy that could force the country out of the euro and reignite financial panic across the currency bloc.

All sides, including Athens, are determined to keep Greece in the euro, officials say—they just don't know how yet.

The trio must agree to a plan by November at the latest, when the government in Athens—already in financial arrears—could run out of money altogether.

Καθώς οριστικοποιούνται πια τα μέτρα για την εξάλειψη του δημόσιου ελλείμματος, που είχε δεσμευτεί η χώρα μας να εφαρμόσει τη διετία 2013-14 όταν προ εξαμήνου συνομολογούσε τη δεύτερη δανειακή σύμβαση με την ευρωζώνη και το ΔΝΤ, ακούστηκαν και κάποιες ενθαρρυντικές δηλώσεις: από τη Λευκωσία, όπου συνήλθε το Eurogroup την περασμένη εβδομάδα, από την Ουάσιγκτον, έδρα του ΔΝΤ, από ευρωπαϊκές πρωτεύουσες, το Βερολίνο ιδίως, και σε επίπεδο ηγετών, στην ίδια την Αθήνα ευρωπαίοι αξιωματούχοι σαν τον Ράιχενμπαχ αναγνωρίζουν και στηρίζουν τις προσπάθειες που καταβάλλονται, εκδηλώνεται επίσης ξένο επιχειρηματικό ενδιαφέρον, όπως στο ελληνο-κινεζικό συνέδριο τις προάλλες. Το αρνητικό κλίμα φάνηκε να αλλάζει, τοποθετήσεις που προδίκαζαν αποτυχία της Ελλάδας και τελική έξοδο από το ευρώ βρίσκονται σε υποχώρηση στα σχόλια πολιτικών προσώπων και στην αρθρογραφία του ευρωπαϊκού Τύπου. Κλειδί ωστόσο για να εξασφαλιστεί η άμεσα αναγκαία χρηματοδότηση και να τερματιστεί η παραλυτική αβεβαιότητα, ώστε να αντιστραφεί η καθοδική πορεία της οικονομίας, είναι η έκθεση που θα συντάξει η τρόικα. Και εδώ επιβεβαιώνονται δυστυχώς οι εκτιμήσεις ότι τα περιθώρια της ελληνικής κυβέρνησης να διαπραγματευτεί με τους εντεταλμένους εκπροσώπους των δανειστών της χώρας θα ήταν στην παρούσα φάση μηδαμινά.

Τις δογματικές εμμονές - έως και κακοπιστία - της τρόικας δεν μέμφονται μόνο πολιτικοί ή μιντιακοί παράγοντες, εκτεθειμένοι στην κριτική ότι κατανοούν ελλιπώς οικονομικές συναρτήσεις και δυναμικές. Τις αντικρούουν και έμπειροι, ειδικευμένοι αναλυτές, για παράδειγμα οι της Διεύθυνσης Μελετών της Alpha Βank, τεκμηριώνοντας την καλύτερη από όσο αναγνωρίζεται πορεία και προοπτική των δημοσίων οικονομικών - θα απαιτούσε μικρότερης έκτασης μέτρα, διατείνονται - και παράλληλα πραγματικές δυνατότητες μεγέθυνσης της οικονομίας υπό τον όρο να μην καθηλώνονται με συνεχείς αναβολές στη χορήγηση συμφωνημένης ρευστότητας και με μαύρες προβλέψεις. Ούτε εντελώς ουδέτερες μπορούμε άλλωστε να θεωρούμε τις εκθέσεις της, ανεπηρέαστες από το πολυσύνθετο πλέγμα διαφόρων συμφερόντων στην Ευρώπη, και πέρα από αυτήν, που συνδέονται με την ελληνική περίπτωση. Ας θυμηθούμε την περυσινή αιφνιδιαστική επιδείνωση των προβλέψεων του ΔΝΤ για τη μεγέθυνση της οικονομίας ώς το 2020 (αυθαίρετη για ένα τόσο μεγάλο χρονικό διάστημα με άγνωστο πλήθος παραγόντων) που έστρωσε τον δρόμο για το PSI και έγινε κατόπιν αυτοεκπληρούμενη. Αλλά η αποτίμηση των παρεμβάσεων της τρόικας δεν είναι της ώρας. Στις παρούσες συνθήκες η κατάληξη σε συμφωνία μαζί της για μέτρα που να κρίνονται επαρκή είναι από την πλευρά μας αναγκαστική.

Euro Zone Changing ESM to Satisfy German Court

It appears increasingly probable that the permanent euro bailout fund, the European Stability Mechanism (ESM), will be able to start its work in just a few weeks time. Last week, Germany's Federal Constitutional Court gave its green light for the ratification of the ESM Treaty, but it attached some conditions. SPIEGEL ONLINE has learned from government sources that European Union ambassadors of the 17 euro-zone member states plan to sign a so-called "interpretive declaration" in Brussels next Wednesday agreed to last week by the currency union's finance ministers.

The declaration is to clarify that the upper ceiling for a nation's liability established in the treaty can only be exceeded with the permission of that country's parliament. The declaration will also strengthen the rights of parliaments in obtaining information from ESM.

With the declaration, euro-zone states plan to address the central conditions set by the German high court on Sept. 12 to allow Germany to ratify the treaty. The court rejected injunctions against ratification of the ESM treaty, but they nevertheless demanded clarification on two points:
  • Without the authorization of Germany's federal parliament, the Bundestag, the country's cap for liability cannot exceed €190 billion ($246 billion), even if there are other possible interpretations of the ESM Treaty's language.
  • Assurances must also be given that professional secrecy requirements of ESM board members and employees will not interfere with German parliament's right to information.

Banking union: A federal model for the European Union with prompt corrective action

The European Commission’s latest proposals for financial regulation are seen by many as the first steps towards a banking union. This column argues that there are a number of issues that need to be exposed and debated in public before the Commission decides on anything.


The European Commission has published its proposals for the transfer of supervisory responsibilities to the ECB providing a comprehensive and courageous ‘first step’ towards a European banking union (the other steps being European deposit insurance and resolution procedures). Yet, on a number of issues the commission’s chosen path raises questions that should be brought out in the open and fully recognised before final deliberation by the council.

Contents of banking union

In a highly integrated financial system, such as in the EU, taming moral hazard and excessive risk taking requires:
  • A consistent set of regulatory incentives, based not only on common rules;
  • Integrated supranational powers in banking supervision; and
  • Deposit insurance and crisis management, including resolution.
The three functions are intimately interconnected, and only their joint management can eradicate the expectation of national bailouts from the system and thus establish proper incentives against reckless risk taking by banks in the internal market. The commission proposal covers bank supervision and part of crisis management, but not deposit insurance and resolution.

The commission’s proposal on bank supervisory powers for the ECB

The European Commission is planning a shake-up in financial supervision in Europe. This column argues that time will tell whether or not this is a good idea – for now all we have for certain is uncertainty.


Proposals from the European Commission (2012a) would give sweeping powers to the ECB in potentially the biggest shake-up in financial supervision since the creation of the Federal Reserve System in the US almost a century ago.

More than 6,000 banks in the EZ would be subject to prudential supervision by the ECB from 1 January 2014; the supervision of systemically large banks and those relying on government support would be phased in a year earlier. Not just banks: bank-led financial conglomerates (including bank assurers) and financial holding companies would fall within the ECB’s purview from next year.

The ECB would be responsible for all aspects of prudential supervision – from authorisation, ongoing supervision at the start and early intervention during times of crisis to the withdrawal of bank licences where appropriate. It would assume key powers from national prudential supervisors, including national supervisory discretions, such as the imposition of higher capital and liquidity buffers to address specific systemic risks at the national level. It would become both ‘home’ and ‘host’ supervisor for banks operating across borders in the EZ. It would have power to access a bank’s corporate governance and risk management processes and systems to ensure that it meets with best practice standards.

Eurozone supervisors would become ECB ‘agents’ tasked with ongoing supervision at the coalface, but subject to ECB rulings. The ECB would be able to intervene directly with any bank in the EZ. National supervisors would only retain primary responsibility for protecting consumers and preventing financial crime at the national level.

Greece embarks on a firesale

When you hit hard times, it is time to pawn or part with the family silver – and an unprecedented clearout is now under way in Athens.

Greece has announced it will sell anything it can do without – and in the case of the debt-choked nation that means letting go of islands, royal palaces, prime real estate, marinas, airports, roads, the state-owned gas company, lottery and post office. Indeed anything, really, that can be sold.

On Wednesday, the nation learned the downsizing would also include diplomatic residences abroad – starting with the Victorian townhouse that was once the Greek consul general's residence in London.

"There is a decision to lease and sell properties that for various reasons are not being used," said Gregory Dalevekouras, spokesman at the foreign ministry. The foreign ministry's finance department, he said, was hard at work evaluating "market conditions".

Ατζέντα επιλογών για την ανάπτυξη

Πολύ φοβάμαι ότι η επιμήκυνση του προγράμματος προσαρμογής, που με τέτοια επιμονή ζητούν οι πολιτικοί μας, θα κάνει περισσότερο κακό παρά καλό. Επιμήκυνση, όχι δύο ετών αλλά πολύ μεγαλύτερη, απαιτεί η ρύθμιση του χρέους. Ειδικά αυτού που δημιουργήθηκε με τα δάνεια που μας παραχώρησαν (καλά να ’ναι οι άνθρωποι...) τα κράτη-μέλη της Ευρωζώνης.

Η διαμόρφωση των όρων της διάσωσης έγινε βιαστικά. Μας δόθηκαν τα κεφάλαια προκειμένου να μη «βαρέσουμε κανόνι», ώστε και η Ευρωζώνη να ξεφύγει από την ταύτιση της κρίσης χρέους με την τραπεζική κρίση. Προκειμένου να πειστούν άπαντες ότι όλα αυτά θα περάσουν σύντομα, επελέγη ένας βραχύς ορίζοντας εξόφλησης των νέων «επίσημων» ελληνικών χρεών. Επιπλέον, καμώθηκαν όλοι ότι πίστευσαν πως η Ελλάδα θα επέστρεφε τάχιστα στις αγορές και θα μπορούσαμε να ξεχάσουμε τη θλιβερή παρένθεση.

Τώρα γνωρίζουμε καλύτερα. Ο εκσυγχρονισμός και η επιτυχής αλλαγή των οπισθοδρομικών και διαβρωμένων δομών της ελληνικής οικονομίας απαιτούν μεγάλη και μακρά προσπάθεια. Κυρίως όμως, απαιτούν την υιοθέτηση νέας και ριζοσπαστικής αντίληψης για τον τρόπο με τον οποίο κινείται η εθνική οικονομία, αποδίδουν τα επενδεδυμένα κεφάλαια, εξασφαλίζεται η πληρωμή των συντελεστών της παραγωγής, δημιουργείται και διανέμεται ο νέος πλούτος.

Αντί όμως να εργάζονται όλοι (και κυρίως η κυβέρνηση και οι άλλοι πολιτικοί) για την εκπόνηση του Νέου Μοντέλου Παραγωγής, εξευτελίζονται ικετεύοντας περισσότερα δανεικά. Αντί να επιχειρούν με συνέπεια την κατάργηση των εμποδίων και την εφαρμογή των συμπεφωνημένων διαρθρωτικών παρεμβάσεων, αναμασούν την κρατική μιζέρια.
