Euro zone governments stood ready Tuesday to back contingency plans from the European Central Bank to shore up its reserves against losses from bond purchases.
A warning of a possible downgrade in Belgian government debt and a new bond issue by Spain that met soft demand unsettled financial markets again Tuesday and interrupted gains by the euro.
The uncertainty put additional pressure on European leaders as they prepared to meet on Thursday and Friday.
